W Europie EKES utrzymuje stosunki z partnerami społecznymi i organizacjami społeczeństwa obywatelskiego na Bałkanach Zachodnich, w krajach wschodniego sąsiedztwa, w państwach EOG-EFTA: Islandii, Liechtensteinie i Norwegii, oraz w Zjednoczonym Królestwie.

Komitet Monitorujący ds. Bałkanów Zachodnich – stały wewnętrzny organ EKES-u – stanowi główne narzędzie koordynacji działań EKES-u w tym regionie. Elementem prac komitetu jest Forum Społeczeństwa Obywatelskiego Bałkanów Zachodnich, które odbywa się dwa razy w roku.

EKES współpracuje także dwustronnie z państwami z Bałkanów Zachodnich, które rozpoczęły negocjacje akcesyjne, oraz z Turcją – za pośrednictwem wyspecjalizowanych organów utworzonych na podstawie układów o stowarzyszeniu między tymi krajami a UE. Organy te – tj. wspólne komitety konsultacyjne – służą włączeniu partnerów społecznych i organizacji społeczeństwa obywatelskiego w monitorowanie reform i innych procesów poprzedzających ewentualne przystąpienie do UE. Każdy komitet składa się z równej liczby członków EKES-u i przedstawicieli kraju partnerskiego i zbiera się zazwyczaj raz lub dwa razy w roku.

EKES powołał również Komitet Monitorujący ds. Wschodnich Sąsiadów UE, organ wewnętrzny odpowiedzialny za umacnianie stosunków ze społeczeństwem obywatelskim w państwach regionu, tzn. w Armenii, Azerbejdżanie, Białorusi, Gruzji, Mołdawii i Ukrainie.

Najważniejszymi mechanizmami współpracy z Armenią, Gruzją, Mołdawią i Ukrainą są platformy społeczeństwa obywatelskiego, które umożliwiają organizacjom społeczeństwa obywatelskiego z UE i z kraju partnerskiego monitorowanie wdrażania umów UE z danym krajem oraz projektów zaleceń dla odpowiednich władz. Ponadto w 2022 r. Ukraina i Mołdawia zostały krajami kandydującymi.

Jeśli chodzi o Białoruś i Rosję, rozwijane są stosunki z tymi organizacjami społeczeństwa obywatelskiego, które nadal działają swobodnie, a z których większość ma teraz siedzibę na terytorium UE. Dla EKES-u jest ważne, aby podtrzymywać dialog, czekając na poprawę warunków w przyszłości.

Europejski Obszar Gospodarczy (EOG) łączy państwa członkowskie UE i trzy kraje EOG-EFTA (Islandię, Liechtenstein i Norwegię) w ramach rynku wewnętrznego, gdzie obowiązuje swoboda przepływu towarów, usług i kapitału oraz przemieszczania się osób. EKES wchodzi w skład Komitetu Konsultacyjnego Europejskiego Obszaru Gospodarczego, w którym omawia się kwestie wspólnego zainteresowania z przedstawicielami partnerów społecznych z krajów EOG-EFTA.

W EKES-ie działa także Komitet Monitorujący UE–Zjednoczone Królestwo, który odpowiada za monitorowanie stosunków UE ze Zjednoczonym Królestwem Wielkiej Brytanii i Irlandii Północnej z perspektywy społeczeństwa obywatelskiego. Prace komitetu koncentrują się zwłaszcza na realizacji umowy o wystąpieniu Zjednoczonego Królestwa z UE oraz Protokołu w sprawie Irlandii i Irlandii Północnej. Na ten temat komitet prowadzi bieżące rozmowy z organizacjami społeczeństwa obywatelskiego ze Zjednoczonego Królestwa. Ponadto zajmuje się kwestią wdrażania umowy o handlu i współpracy między Zjednoczonym Królestwem a UE. W tym zakresie współpracuje z kolei z wewnętrzną grupą doradczą UE, ustanowioną na mocy tej umowy.

    The 5th meeting of the EU DAG set up under the EU-UK TCA was dedicated to the assessment of the first year of DAG work -including the recent EU-UK Civil Society Forum, to an update on the Trade Specialised Committees and to a structured discussion of selected issues and recommendations with a DG TRADE representative.

  • 6th Joint meeting of the EU-Ukraine Domestic Advisory Groups

    Representatives of the European and Ukrainian Domestic Advisory Groups (DAGs), set up under the Association Agreement between the European Union and Ukraine, held their sixth joint meeting on 26 January 2023. The objective of the meeting was to prepare a set of recommendations for the EU-Ukraine Trade and Sustainable Development Sub-Committee and the Civil Society Forum, which will take place in March 2023.

  • 10th meeting of the EU-Georgia Civil Society Platform

    The 10th meeting of the EU-Georgia Civil Society Platform (CSP) was convened on 16 December 2022. During the meeting, a debate focused on assessing the implementation of the 12 priorities identified by the EU and the state of play of the implementation of the EU-Georgia Association Agreement/DCFTA. The Platform also discussed the implementation of the Chapter 16 on Education, training and youth. 

    A joint declaration, prepared by both sides, was discussed and adopted.

  • REX December Section meeting on EU-UK relations

    The upcoming meeting of the Section for External Relations, which will take place on 20 December 2022, will be dedicated to EU-UK relations. The EU-UK Follow-up Committee was set up in March 2021 primarily to maintain and strengthen relations between UK and EU civil society organisations, and to monitor implementation of the EU-UK Withdrawal Agreement.

     

  • 12th meeting of the EU-Ukraine Civil Society Platform

    The 12th meeting of the EU-Ukraine Civil Society Platform took place on 1 December 2022. During the meeting, a debate was held on the enhancement of Ukraine's integration into the EU, as well as the needs and challenges for Ukraine today and in the post-war reconstruction, with special focus on energy, social aspects and critical infrastructure. A joint declaration, prepared by both sides, was discussed and adopted.

  • 7th joint meeting of the EU-Georgia Domestic Advisory Groups

    Representatives of the European and Georgian Domestic Advisory Groups (DAGs), set up under the Trade and Sustainable Development Chapter of the Association Agreement between the European Union and Georgia, held their seventh joint meeting on 29 November 2022 in Brussels. The objective of the meeting was to prepare a set of recommendations for the EU-Georgia Trade and Sustainable Development Sub-Committee and the Civil Society Forum, which took place in December 2022.

  • 10th meeting of the EU-Moldova Civil Society Platform

    The 10th meeting of the EU-Moldova Civil Society Platform took place in Chisinau, Moldova, on 10 November 2022. During the meeting, a debate focused on assessing the progresses of Moldova in the implementation of the European Commission recommendations regarding its accession to the EU, as well as the state of play of the implementation of the EU-Moldova Association Agreement.

    The Platform also discussed the 2022 developments in the anti-corruption field, the impact of regional and global crises on the social-economic situation in Moldova, and participation of the Trade Unions and Employers' Associations in EU-funded projects.

    A joint declaration, prepared by both sides, was discussed and adopted.

  • Fourth EU DAG meeting under the TCA

    At this 4th meeting of the EU DAG set up under the TCA, the discussion focused on practical aspects as well as the preparations for the 1st DAG-to-DAG meeting (joint meeting of the EU and UK DAGs) and the 1st Civil Society Forum, that took place on October 3rd and 4th respectively.
