Euroopan talous- ja sosiaalikomitea
ETSK ylläpitää Euroopassa suhteita Länsi-Balkanin alueen, itäisten naapurimaiden, Euroopan talousalueen kolmen EFTA-maan Islannin, Liechtensteinin ja Norjan sekä Yhdistyneen kuningaskunnan työmarkkinaosapuoliin ja kansalaisyhteiskunnan organisaatioihin.
Länsi-Balkanin seurantakomitea, joka on ETSK:n pysyvä sisäinen elin, on tärkein ETSK:n toimia tällä alueella koordinoiva väline. Kahden vuoden välein järjestettävä Länsi-Balkanin kansalaisyhteiskuntafoorumi on osa seurantakomitean työtä.
ETSK tekee myös kahdenvälisesti yhteistyötä liittymisneuvottelut aloittaneiden Länsi-Balkanin maiden ja Turkin kanssa näiden maiden ja EU:n välillä tehtyjen assosiaatiosopimusten pohjalta perustettujen erityiselinten välityksellä. Näiden neuvoa-antavien sekakomiteoiden tavoitteena on työmarkkinaosapuolten ja kansalaisyhteiskunnan organisaatioiden osallistuminen liittymistä edeltävien ja mahdollista EU-jäsenyyttä valmistelevien uudistusprosessien seurantaan. Kussakin elimessä on sama määrä jäseniä ETSK:sta ja kumppanimaista, ja ne kokoontuvat tavallisesti kerran tai kahdesti vuodessa.
Lisäksi ETSK on perustanut itäisten naapurivaltioiden seurantakomitean. Kyseessä on ETSK:n sisäinen elin, jonka tehtävänä on vahvistaa suhteita alueen maiden eli Armenian, Azerbaidžanin, Georgian, Moldovan, Ukrainan ja Valko-Venäjän kansalaisyhteiskuntiin.
Keskeisiä yhteistyömekanismeja Armenian, Georgian, Moldovan ja Ukrainan kanssa ovat kansalaisyhteiskuntafoorumit. Foorumien ansiosta EU:n ja kumppanimaiden kansalaisyhteiskunnan organisaatiot voivat seurata näiden maiden kanssa tehtyjen EU-sopimusten täytäntöönpanoprosessia ja laatia suosituksia toimivaltaisille viranomaisille. Ukrainasta ja Moldovasta tuli lisäksi ehdokasmaita vuonna 2022.
Valko-Venäjän ja Venäjän osalta suhteita ylläpidetään niihin kansalaisyhteiskunnan organisaatioihin, jotka toimivat edelleen vapaasti. Useimmat niistä toimivat EU:n alueelta käsin. ETSK:n mielestä on tärkeää pitää vuoropuhelu yllä odotettaessa olosuhteiden paranemista tulevaisuudessa.
Euroopan talousalueella (ETA) EU:n jäsenvaltiot ja kolme ETA:n EFTA-maata (Islanti, Liechtenstein ja Norja) muodostavat sisämarkkinat, joilla tavarat, palvelut, pääoma ja henkilöt voivat liikkua vapaasti. ETSK on mukana Euroopan talousalueen neuvoa-antavassa komiteassa, jossa keskustellaan ETA:n EFTA-maiden työmarkkinaosapuolten edustajien kanssa yhteistä etua koskevista kysymyksistä.
ETSK:ssa toimii myös EU:n ja Yhdistyneen kuningaskunnan seurantakomitea, jonka tehtävänä on seurata EU:n sekä Ison-Britannian ja Pohjois-Irlannin yhdistyneen kuningaskunnan välisiä suhteita kansalaisyhteiskunnan näkökulmasta. Sen toiminnan painopisteinä ovat erityisesti EU:n ja Yhdistyneen kuningaskunnan erosopimuksen sekä Irlantia ja Pohjois-Irlantia koskevan pöytäkirjan täytäntöönpano, josta se käy jatkuvaa keskustelua Yhdistyneen kuningaskunnan kansalaisyhteiskunnan organisaatioiden kanssa, sekä EU:n ja Yhdistyneen kuningaskunnan kauppa- ja yhteistyösopimuksen täytäntöönpano, jota koskevaa yhteistyötä seurantakomitea tekee EU:n ja Yhdistyneen kuningaskunnan kauppa- ja yhteistyösopimukseen perustuvan EU:n sisäisen neuvoa-antavan ryhmän kanssa.
Representatives of the European and Ukrainian Domestic Advisory Groups (DAGs), set up under the Association Agreement between the European Union and Ukraine, held their sixth joint meeting on 26 January 2023. The objective of the meeting was to prepare a set of recommendations for the EU-Ukraine Trade and Sustainable Development Sub-Committee and the Civil Society Forum, which will take place in March 2023.

The 10th meeting of the EU-Georgia Civil Society Platform (CSP) was convened on 16 December 2022. During the meeting, a debate focused on assessing the implementation of the 12 priorities identified by the EU and the state of play of the implementation of the EU-Georgia Association Agreement/DCFTA. The Platform also discussed the implementation of the Chapter 16 on Education, training and youth.
A joint declaration, prepared by both sides, was discussed and adopted.
The upcoming meeting of the Section for External Relations, which will take place on 20 December 2022, will be dedicated to EU-UK relations. The EU-UK Follow-up Committee was set up in March 2021 primarily to maintain and strengthen relations between UK and EU civil society organisations, and to monitor implementation of the EU-UK Withdrawal Agreement.
The 12th meeting of the EU-Ukraine Civil Society Platform took place on 1 December 2022. During the meeting, a debate was held on the enhancement of Ukraine's integration into the EU, as well as the needs and challenges for Ukraine today and in the post-war reconstruction, with special focus on energy, social aspects and critical infrastructure. A joint declaration, prepared by both sides, was discussed and adopted.
Representatives of the European and Georgian Domestic Advisory Groups (DAGs), set up under the Trade and Sustainable Development Chapter of the Association Agreement between the European Union and Georgia, will hold their seventh joint meeting on 29 November 2022 in Brussels. The objective of the meeting will be to prepare a set of recommendations for the EU-Georgia Trade and Sustainable Development Sub-Committee and the Civil Society Forum, which will take place in December 2022.
The 10th meeting of the EU-Moldova Civil Society Platform took place in Chisinau, Moldova, on 10 November 2022. During the meeting, a debate focused on assessing the progresses of Moldova in the implementation of the European Commission recommendations regarding its accession to the EU, as well as the state of play of the implementation of the EU-Moldova Association Agreement.
The Platform also discussed the 2022 developments in the anti-corruption field, the impact of regional and global crises on the social-economic situation in Moldova, and participation of the Trade Unions and Employers' Associations in EU-funded projects.
A joint declaration, prepared by both sides, was discussed and adopted.
At this 4th meeting of the EU DAG set up under the TCA, the discussion focused on practical aspects as well as the preparations for the 1st DAG-to-DAG meeting (joint meeting of the EU and UK DAGs) and the 1st Civil Society Forum, that took place on October 3rd and 4th respectively.
The first and inaugural meeting of the EU-Armenia Civil Society Platform (CSP) was held on 1st September 2022 in Yerevan. The CSP complements the political bodies existing within the framework of the EU-Armenia Comprehensive and Enhanced Partnership Agreement, and it allows civil society organisations from both sides to monitor the implementation process and prepare recommendations to the EU-Armenia Partnership Council and other relevant bodies both in Armenia as well as in the EU.
The CSP is made up of members from both Parties, representing the EESC and large European civil society networks, on the one side, and civil society organisations from Armenia, on the other side.
During the meeting, a debate focused on assessing the state of play of the implementation of the EU-Armenia Comprehensive and Enhanced Partnership Agreement and the members of the CSP discussed working methods and future activities of the Platform.
