Europoje EESRK palaiko santykius su socialiniais partneriais ir pilietinės visuomenės organizacijomis Vakarų Balkanuose, rytinėse kaimyninėse šalyse, Europos ekonominei erdvei (EEE) priklausančiose ELPA valstybėse – Islandijoje, Lichtenšteine, Norvegijoje ir Jungtinėje Karalystėje.

Vakarų Balkanų tęstinio darbo komitetas – nuolatinis EESRK vidaus organas – yra pagrindinė priemonė EESRK veiklai šiame regione koordinuoti. Kas dvejus metus rengiamas Vakarų Balkanų pilietinės visuomenės forumas yra tęstinio darbo komiteto darbo dalis.

EESRK dvišaliu pagrindu taip pat dirba su derybas dėl stojimo pradėjusiomis Vakarų Balkanų šalimis ir su Turkija ir daro tai per specializuotus organus, įsteigtus remiantis minėtų šalių ir ES asociacijos susitarimais: šių jungtinių konsultacinių komitetų tikslas yra artėjant galimai narystei ES įtraukti socialinius partnerius ir pilietinės visuomenės organizacijas į pasirengimo narystei ir reformų procesų stebėseną. Kiekvieną JKK sudaro vienodas EESRK narių ir šalies partnerės atstovų skaičius, ir jie paprastai renkasi į posėdžius du kartus per metus.

EESRK taip pat įsteigė Rytų kaimynystės tęstinio darbo komitetą – vidaus organą, atsakingą už santykių su pilietine visuomene regione, t. y. Armėnijoje, Azerbaidžane, Baltarusijoje, Sakartvele, Moldovoje ir Ukrainoje, stiprinimą.

Pagrindiniai bendradarbiavimo su Armėnija, Sakartvelu, Moldova ir Ukraina mechanizmai yra pilietinės visuomenės platformos, kuriose ES ir šalių partnerių pilietinės visuomenės organizacijos gali stebėti, kaip įgyvendinami ES susitarimai su šiomis šalimis, ir rengti rekomendacijas atitinkamoms valdžios institucijoms. Be to, 2022 m. Ukraina ir Moldova tapo šalimis kandidatėmis.

Kalbant apie Baltarusiją ir Rusiją, plėtojami santykiai su tomis pilietinės visuomenės organizacijomis, kurios vis dar veikia laisvai, dauguma jų yra įsikūrusios ES teritorijoje. EESRK mano, kad svarbu palaikyti dialogą, laukiant geresnių sąlygų ateityje.

Europos ekonominė erdvė (EEE) suburia ES valstybes nares ir tris EEE Europos laisvosios prekybos asociacijos (ELPA) valstybes (Islandiją, Lichtenšteiną ir Norvegiją) vidaus rinkoje, kurioje gali laisvai judėti prekės, paslaugos, kapitalas ir asmenys. EESRK priklauso Europos ekonominės erdvės konsultaciniam komitetui, kuriame bendro intereso klausimai aptariami su EEE narėmis esančių ELPA valstybių socialinių partnerių atstovais.

Galiausiai EESRK turi ES ir JK tęstinio darbo komitetą, atsakingą už ES ir Jungtinės Didžiosios Britanijos ir Šiaurės Airijos Karalystės santykių stebėseną iš pilietinės visuomenės perspektyvos. Šio komiteto darbe daugiausia dėmesio skiriama ES ir JK susitarimo dėl išstojimo ir Protokolo dėl Airijos ir Šiaurės Airijos įgyvendinimui, dėl kurio vyksta diskusijos su Jungtinės Karalystės pilietinės visuomenės organizacijomis, taip pat ES ir JK prekybos ir bendradarbiavimo susitarimo (PBS) įgyvendinimui, dėl kurio ES ir JK tęstinio darbo komitetas bendradarbiauja su ES vietos patarėjų grupe pagal ES ir JK prekybos ir bendradarbiavimo susitarimą.

In recent years, EU trade policy has become a true issue of debate in the civil society at national level: that shows the need to bring trade policy closer to EU citizens. EU Member States have different existing national structures, procedures and consultation methods, as well as ratification processes; however, citizens from most countries not always seem to be able to fully express their voices in national debates on trade policy. The objective of the event was that of a) assessing and examining the different kinds of consultation procedures that exist in the Member States; b) exploring how civil society and consultative structures, wherever they exist, are informed or consulted on negotiations and implementation of trade agreements, and c) promoting the experience of the EESC in the domain of the EU trade policy.

3rd meeting of the EU-Georgia Civil Society Platform

3rd meeting of the EU-Ukraine Civil Society Platform

The 3rd meeting of the EU-Ukraine Civil Society Platform will take place on 8-9 November 2016 in Kyiv. During the meeting, a debate will be held assessing the state of play in the implementation of the EU-Ukraine Association Agreement, and two reports, prepared by both sides, will be discussed and adopted – on labour market regulation with a focus on the adaptation of Ukrainian labour legislation to the EU legislation, and on anti-discrimination legislation and practice with regard to the rights of vulnerable groups in the context of the Association Agreement. A Joint Declaration will beadopted at the end of the meeting to be forwarded to the EU-Ukraine Association Council, the Association Committee, the Parliamentary Association Committee and other relevant bodies both in Ukraine as well as in the EU.

37th EU-Turkey Joint Consultative Committee (JCC)

The EU-Turkey Civil Society Joint Consultative Committee was established in 1995, based on the mandate given by the Ankara Agreement. This body is composed of members from the EESC and members representing organised civil society in Turkey. Its objective is to contribute to the dialogue among civil society organisations in Turkey and the EU and to issue reports and recommendations to the Turkish authorities and the EU institutions.

Among the many topics to be discussed at this JCC meeting: The EU-Turkey relations, the rôle of Turkey in the refugee crisis, the Enhancement of EU-Turkey bilateral trade relations and modernisation of the Customs Union, the Blue Economy in the Western Mediterranean.

5th Meeting of the EU-Ukraine Civil Society Platform

The 5th meeting of the EU-Ukraine Civil Society Platform took place on 15 November 2017 in Kyiv. During the meeting, a debate was held assessing the state of play in the implementation of the EU-Ukraine Association Agreement, and two reports, prepared by both sides, were discussed and adopted – on the Progress in the implementation of Euro-integration reforms in the field of Science and Technology, and on The rights of the Internally Displaced Persons (IDPs). A Joint Declaration was adopted at the end of the meeting to be forwarded to the EU-Ukraine Association Council, the Association Committee, the Parliamentary Association Committee and other relevant bodies both in Ukraine as well as in the EU.

7th joint seminar of the EESC and the Civic Chamber of the Russian Federation

The 7th Joint Seminar of the European Economic and Social Committee and the Civic Chamber of the Russian Federation (CCRF) will bring together EESC members and representatives of their Russian counterpart, representatives of the European Commission, experts and academics, to discuss cooperation in the areas of higher education and rural development. During four thematic sessions, participants will focus on EU-Russia cooperation in the fields of science, research and innovation; aligning higher education in the EU and Russia (the Bologna Process) and Erasmus+, on narrowing the gaps between rural and urban areas, and on cross-border cooperation for businesses and SMEs.
