The Commission communication sets out the path for a progressive phase-out of crisis measures under the State aid Temporary Framework, accompanied by measures to kick-start the economy and crowd-in private investment in the recovery phase; and the contribution of competition policy and its review to green and digital transition, and to a resilient Single Market.

The Action Plan for the Social Economy defines three priority areas: creating the right framework for the development of the sector, setting up opportunities for the development of social economy entities and pushing for the recognition of the social economy and its potential. The EESC welcomes this Action Plan and its various proposals to boost the social and economic role of the social economy. Its considers that it is essential to strengthen even further key areas such as the collaboration between public administrations and social economy organizations and the issues of state aid and taxation.
EU Missions start from the idea that complex societal challenges require a coordinated effort across Europe to deliver impact. Missions will deliver results through a new role for research and innovation under the Horizon Europe programme, combined with a coordinated, all-in approach, and a new relationship with citizens. They will fully mobilise and engage with public and private actors, such as EU Member States, regional and local authorities, research institutes, entrepreneurs and public and private investors, all to create real and lasting impact.

The upcoming French Presidency of the Council of the European Union asked the EESC to prepare an opinion on how the industrial ecosystems identified by the Commission will contribute to the EU's strategic autonomy and the well-being of its citizens.
The proposal builds on 2030 Digital Compass, in which the Commission laid out the vision for a successful digital transformation of Europe's economy and society by the end of the decade. It introduces now a robust governance framework to reach the digital targets in the form of a Path to the Digital Decade.
The EESC :
On 16 July 2021 the Commission adopted its proposal for a Council Recommendation on ‘A Pact for Research and Innovation in Europe' to support the implementation of national European Research Area (ERA) policies.
The purpose of the opinion is to contribute to the further development of the foresight in the EU policy-making so to strengthen the EU's capacity and freedom to act. The opinion should ensure that EESC views are integrated in the new EU policymaking cycle which introduced foresight as a new compass as well as in the next European Commission's Annual Foresight Report.
