Quantum strategy
Key points
The EESC:
- emphasizes targeted funding, growth capital access, and support from large companies to ensure a competitive and integrated European quantum ecosystem;
- calls for expanding public quantum infrastructures and creating open-access test beds to enable experimentation, technology transfer, and broad participation, including by SMEs and research institutes;
- highlights the strategic applications of quantum technologies, which can transform sectors such as defence, security, space, health, life sciences, and automotive, and underlines the importance of robust intellectual property frameworks to safeguard EU innovations;
- urges investment in skills and talent development, including the European Quantum Skills Academy and scholarships for PhD students, to retain highly qualified professionals and accelerate the practical application of research;
- stresses the need for effective monitoring tools, clear key performance indicators (KPIs), and inclusive EU governance to ensure progress is tracked, results are maximized, and investments are harmonized across Member States;
- calls for the promotion of a coordinated and integrated European quantum ecosystem that combines research, innovation, infrastructure, talent, and governance to strengthen Europe’s technological sovereignty and industrial competitiveness.
