ΑΚΕ και Αφρική

Από την πρώτη Σύμβαση του Λομέ (1975) μέχρι τη συμφωνία του Κοτονού (2000-2021), οι εταιρικές σχέσεις ΕΕ-ΑΚΕ διέπουν τις σχέσεις μεταξύ της ΕΕ και 79 χωρών της ομάδας κρατών της Αφρικής, της Καραϊβικής και του Ειρηνικού (ΑΚΕ), που πρόσφατα συγκρότησαν τον Οργανισμό Κρατών της Αφρικής, της Καραϊβικής και του Ειρηνικού (ΟΚΑΚΕ).

Καθ' όλη αυτήν την περίοδο, η ΕΟΚΕ, από κοινού με την κοινωνία των πολιτών των χωρών ΑΚΕ, αγωνίστηκε για την αναγνώριση του ζωτικού ρόλου που επιτελούν οι μη κρατικοί φορείς στην αναπτυξιακή διαδικασία μέχρι την επίτευξη αυτής της αναγνώρισης στη Συμφωνία του Κοτονού, που ανέθετε στην ΕΟΚΕ τη διοργάνωση δραστηριοτήτων και διαβουλεύσεων με «ομάδες οικονομικών και κοινωνικών συμφερόντων ΑΚΕ-ΕΕ» προκειμένου να συλλέξει τις απόψεις και να δώσει φωνή στην οργανωμένη κοινωνία των πολιτών. Στόχος ήταν η καλλιέργεια ανταλλαγών και η παροχή συστάσεων σχετικά με ζητήματα και πολιτικές που σχετίζονται με τις σχέσεις ΑΚΕ-ΕΕ, οι οποίες θα διαβιβάζονται μεταγενέστερα στους ηγέτες της ΕΕ και της ΑΚΕ.

Πρακτικά, οι δραστηριότητες της ΕΟΚΕ αναφορικά με τις σχέσεις ΕΕ-ΟΚΑΚΕ εκτελούνται πρωτίστως υπό την καθοδήγηση μιας πολυδεκτικής επιτροπής παρακολούθησης ΑΚΕ-ΕΚΕ που αποτελείται από μέλη της ΕΟΚΕ και εκπροσώπους ομάδων οικονομικών και κοινωνικών συμφερόντων των χωρών ΑΚΕ. 

Η επιτροπή παρακολούθησης «ΑΚΕ-ΕΕ» διατηρεί τακτικές επαφές με τους εκπροσώπους της κοινωνίας των πολιτών στις χώρες ΑΚΕ σε διάφορα επίπεδα, μέσω:

  • τακτικών συνεδριάσεων της επιτροπής παρακολούθησης «ΑΚΕ-ΕΕ»·
  • περιφερειακών σεμιναρίων στις χώρες ΑΚΕ, τα οποία παρέχουν φόρουμ για τη συζήτηση θεμάτων κοινού ενδιαφέροντος με εκπροσώπους της κοινωνίας των πολιτών σε διαφορετική κάθε φορά περιοχή
  • ανά τριετία Γενικών Συνελεύσεων των ομάδων οικονομικών και κοινωνικών συμφερόντων ΑΚΕ-ΕΕ στις Βρυξέλλες.

Η ΕΟΚΕ διατηρεί επίσης τακτικές επαφές με τους εκπροσώπους ομάδων οικονομικών και κοινωνικών συμφερόντων της Αφρικανικής Ένωσης, στο πλαίσιο της Κοινής Στρατηγικής ΕΕ-Αφρικής. Ειδικότερα, η ΕΟΚΕ πραγματοποιεί ετήσιες συνεδριάσεις με το Δίκτυο Οικονομικών και Κοινωνικών Παραγόντων ΕΕ-Αφρικής.

Η ΕΟΚΕ διατηρεί εδώ και πολλά χρόνια τακτικές επαφές με την Κοινοβουλευτική Συνέλευση Ίσης Εκπροσώπησης ΑΚΕ-ΕΕ, υποβάλλοντας έκθεση για τις δραστηριότητές της σε συνεδρίες της Ολομέλειας.

Η ΕΟΚΕ είναι επίσης σε στενή επαφή με διεθνείς οργανώσεις εργοδοτών, εργαζομένων, αγροτών, συνεταιρισμών και καταναλωτών. Οι εν λόγω οργανώσεις διορίζουν τους εκπροσώπους των χωρών ΑΚΕ που καλούνται στις συνεδριάσεις της ΕΟΚΕ, συμπεριλαμβανομένης της επιτροπής παρακολούθησης «ΑΚΕ-ΕΕ».

  • Civil Society driving change on the African continent

    At its December plenary session, the European Economic and Social Committee (EEESC) hosted a debate on democracy in Africa with representatives from the African Union Economic and Cultural Council (AU ECOSOCC). Both sides agreed that civil society is the driving force for a successful EU-Africa partnership based on equality, fostering civil and social dialogue.

    The second meeting of the EU Domestic Advisory Group (DAG) under the EU–Kenya Economic Partnership Agreement (EPA), held on 13 April 2026 at the European Economic and Social Committee, brought together representatives from EU institutions, civil society, and international organisations to assess progress and discuss key priorities for implementation.

  • 1st meeting of the EU DAG under the EU-Kenya Economic Partnership Agreement (EPA)

    The Domestic Advisory Group (DAG) established under the EU–Kenya Economic Partnership Agreement (EPA) held its inaugural meeting on 27 October at the EESC. This is the first time that an EU EPA with an African country has included the creation of a DAG to monitor and advise on the implementation of the agreement. 

  • CARIFORUM-EU Consultative Committee - 9th meeting

    The 9th meeting of the CARIFORUM–EU Consultative Committee brought together civil society representatives from the Caribbean and the European Union to discuss key developments in CARIFORUM–EU relations. The agenda included updates on the implementation of the CARIFORUM–EU Economic Partnership Agreement (EPA), the provisional application of the OACPS–EU Samoa Agreement in relation to CARIFORUM, and discussions on the revision of the EPA review process.


     

  • Meeting of the EU-ACP Follow-up Committee - November 2023
