Pāreja uz aprites ekonomiku ir svarīgs EESK darba kārtības jautājums, jo tā dod iespēju cīnīties pret klimata krīzi un aizsargāt mūsu planētu. Tā ir lieliska iespēja pilsoniskajai sabiedrībai, jo tā var palīdzēt

  • stiprināt Eiropas rūpniecības konkurētspēju;
  • sekmēt ilgtspējīgu ekonomikas izaugsmi;
  • radīt jaunas darbvietas.

Lineārais ražošanas un patēriņa modelis, kura pamatā ir izejvielu izmantošana, to pārstrāde un atkritumu radīšana un kas joprojām dominē mūsu ekonomikā, ne tikai veicina resursu izšķērdēšanu, bet arī kavē cīņu pret klimata pārmaiņām. Atšķirībā no lineārās ekonomikas aprites ekonomika ir reģeneratīvs un atjaunojošs modelis, kas koncentrējas uz ekonomiskās vērtības radīšanu un saglabāšanu, risina globālas ekoloģiskās problēmas, piemēram, klimata pārmaiņas, bioloģiskās daudzveidības zudumu, kā arī piesārņojumu un vienlaikus sniedz ekonomiskos ieguvumus.

Labā ziņa ir tāda, ka pāreja uz aprites modeli jau notiek. Ieinteresētās personas, kas pārstāv pilsonisko sabiedrību — tostarp uzņēmumus, arodbiedrības, akadēmiskās aprindas un zināšanu kopienas, jauniešu organizācijas —, kā arī NVO un citas interešu grupas izstrādā un īsteno daudzas aprites ekonomikas iniciatīvas vietējā un reģionālajā līmenī. Sekmējot aprites ekonomikas risinājumus un attiecīgo ieinteresēto personu līderību, Eiropa vislabāk var paātrināt pāreju uz aprites ekonomiku.

Tādējādi Eiropas aprites ekonomikas jautājumos ieinteresēto personu platforma — EESK un Eiropas Komisijas kopīga iniciatīva — ir 2017. gadā izveidota platforma, kuras mērķis ir pulcēt aprites ekonomikas kopienu Eiropā. Uz ieinteresētajām personām orientētā platforma, veicinot dialogu, daloties zināšanās un apmainoties ar paraugpraksi, atbalsta Eiropas pāreju uz aprites ekonomiku.

    The movement of skilled workers out of regions already suffering from lower economic development may further undermine the growth and development potential of these regions. Such a "brain drain" from vulnerable EU regions therefore may contribute to widening territorial disparities, going against the objective of territorial cohesion set out in Article 174 TFEU. Given the cross-border impact of such developments the Commission considers that action at EU level is necessary.

    Since 2016, as requested by the Council, every second year the Commission publishes a report on the implementation of the existing macro-regional strategies (MRS). This is the fourth report, covering the period from mid-2020 to mid-2022. It assesses the state of play and progress on implementing the MRS and examines ways forward especially in the context of the war in Ukraine and the COVID-19 crisis.

    In its own-initiative opinion, the EESC examines the extent to which existing EU company law currently serves as an "expedient" for the politically-desirable Green Deal and which gaps still need to be closed, in particular regarding corporate social responsibility obligations.     Europe is embarking on a transition towards climate neutrality and digital leadership. European businesses can lead the way as we enter this new age, as they has done in the past.

    Small and medium-sized enterprises (SMEs) are essential to Europe’s competitiveness and prosperity. Based on the new SME Strategy, the EU will support SMEs by:

    • encouraging innovation through new funding and digital innovation hubs as part of the sustainable and digital transitions;
    • cutting red tape by reducing barriers within the Single Market and opening up access to finance;
    • allowing better access to finance by setting up an SME Initial Public Offering Fund (with investments channelled through a new private-public fund) and the ESCALAR initiative (a mechanism to boost the size of venture capital funds and attract more private investment).
