Ar an leibhéal réigiúnach, reáchtálann CESE cruinnithe débhliantúla idir ionadaithe ó eagraíochtaí na sochaí shibhialta san Eoraip, i Meiriceá Laidineach agus i Muir Chairib, mar cheann de na himeachtaí ullmhúcháin faoi chomhair Chruinniú Mullaigh AE-CELAC.

Ar an leibhéal foréigiúnach agus ar an leibhéal náisiúnta, cuireadh roinnt struchtúr buan ar bun: sa bhliain 2009, bhunaigh CESE Cruinniú Comhchéime na Sochaí Sibhialta i gcomhar le Comhairle Eacnamaíoch agus Shóisialta na Brasaíle chun fóram idirphlé agus comhar leanúnach a chothú idir ionadaithe na Sochaí Sibhialta sa Bhrasaíl agus san Eoraip. Thug an Comhaontú Comhlachais idir an tAontas Eorpach agus an tSile sainordú don Choiste Comhchoiste Comhairleach a bhunú i gcomhar lena mhacasamhail d'eagraíocht na sochaí sibhialta sa tSile chun monatóireacht a dhéanamh ar an gcomhaontú, a bunaíodh faoi dheireadh in 2016. Maidir le tíortha Chomhphobal na nAindéas, glacann CESE páirt sa mhonatóireacht a dhéanann an Grúpa Comhairleach Baile ar an gcomhaontú saorthrádála idir an tAontas Eorpach agus an Cholóim/Peiriú/Eacuadór. Glacann sé páirt freisin i gComhchoiste Cariforum-AE a dhéanann monatóireacht ar an gComhaontú Comhpháirtíochta Eacnamaíche Cariforum-AE. Tá buanchaidreamh curtha ar bun ag CESE lena mhacasamhail d'institúidí i dtíortha Mercosur (an Fóram Comhairleach Eacnamaíoch agus Sóisialta) agus i Meiriceá Láir (Coiste Comhairleach Chóras Lánpháirtithe Mheiriceá Láir).

The 2030 Agenda, the new global framework for sustainable development agreed by the UN in 2015, needs to be reflected in EU's development policy, the major orientations of which are set out in the 2005 European Consensus on Development ("the Consensus").

To this end, the Commission issued Communication COM(2016) 740, "Proposal for a New European Consensus on Development: Our World, Our Dignity, Our Future" in November 2016.  Interinstitutional negotiations are expected to result in its endorsement in the form of a Joint Statement by the Council, the European Parliament and the Commission, in May 2017.

During the meeting, the representatives of the European External Action Service (EEAS) will present information about the EU relations and cooperation with Colombia and Peru. The EU DAG Chair will inform the Group about the outcomes of the civil society meeting organized in Bogota on 6 October 2016 with a view of establishing the Colombian DAG. Moreover, the Commission representative will provide information about the Ecuador's accession to the Agreement, as well as about preparations for the next meeting with Colombia and Peru under the Trade and Sustainable Development Title planned for 7-8 December in Brussels. The Group will hold then an internal debate to choose topics for the meeting with Colombia and Peru and to organize cooperation with civil society in both countries

During the meeting, the EU Domestic Advisory Group (EU DAG) and civil society representatives from Colombia and Peru will discuss implementation of the Trade and Sustainable Development Title of the Trade Agreement, with a particular focus on respect for international labour and environmental standards. They will also discuss economic, social, environmental and human rights impacts resulting from the implementation of the Agreement. The participants will reflect moreover on how the civil society from the EU, Colombia and Peru can cooperate to promote sustainable development in the context of trade relations and prepare for the next joint meeting. The participants may adopt a joint declaration summarising outcomes of their discussion and present it to the Parties during the open session planned for 8 December.
