Η πολιτική συνοχής είναι καίριας σημασίας για την αντιμετώπιση της κρίσης COVID-19, την επίτευξη κλιματικής ουδετερότητας έως το 2050 και τη μείωση των ανισοτήτων στην Ευρώπη. Σε πρόσφατη γνωμοδότησή της, η ΕΟΚΕ προειδοποιεί ότι η σοβαρότερη πρόκληση για την πολιτική συνοχής στο εγγύς μέλλον είναι ο πόλεμος στην Ουκρανία.
Απαιτείται ταχεία αντίδραση για να βοηθηθούν οι πρόσφυγες και να διασφαλιστεί η ευρωπαϊκή ολοκλήρωση της Ουκρανίας. Στη γνωμοδότηση της, η ΕΟΚΕ τάσσεται σαφώς υπέρ της ένταξης της Ουκρανίας στην ΕΕ το συντομότερο δυνατόν και ζητεί την ανάλογη προσαρμογή της πολιτικής συνοχής και των συναφών χρηματοδοτικών μέσων της.
Ειδικότερα, η ΕΟΚΕ εισηγείται τη σύσταση χωριστού ενωσιακού ταμείου για τη διευκόλυνση της μεταπολεμικής ανασυγκρότησης και ανάπτυξης της Ουκρανίας. Στη γνωμοδότηση, η οποία εγκρίθηκε κατά τη σύνοδο ολομέλειας του Μαΐου, αναλύεται η ανακοίνωση της Ευρωπαϊκής Επιτροπής σχετικά με την έκθεσή της με τίτλο Συνοχή στην Ευρώπη με ορίζοντα το 2050.
Καθότι η έκθεση δημοσιεύτηκε δύο εβδομάδες πριν από την εισβολή της Ρωσίας στην Ουκρανία, σε αυτήν δεν συνεκτιμήθηκαν οι προεκτάσεις της. «Βραχυπρόθεσμα και μεσοπρόθεσμα, η μεγαλύτερη πρόκληση ―όσον αφορά την πολιτική συνοχής― είναι η ρωσική επίθεση κατά της Ουκρανίας, η οποία στην πραγματικότητα συνιστά επίθεση και κατά της Ευρωπαϊκής Ένωσης», σημείωσε ο εισηγητής της γνωμοδότησης Krzysztof Balon. «Η πολιτική συνοχής εξακολουθεί να αποτελεί θεμελιώδες μέσο για την ανάκαμψη και την ανθεκτικότητα της ευρωπαϊκής οικονομίας και θα πρέπει να δοθεί έμφαση στις ΜΜΕ», προσέθεσε ο συνεισηγητής Gonçalo Lobo Xavier.
