    The proposal is intended to introduce some targeted changes to Council Decision No 1313/2013/EU on a Union Civil Protection Mechanism (UCPM), under which the European Union supports, coordinates and supplements the action of Member States in the field of civil protection to prevent, prepare for and respond to natural and man-made disasters within and outside the Union. The proposal acknowledges that disaster prevention efforts are crucial to limit the need for crisis and emergency support.

    The EESC welcomes in principle the integration of five predecessor programmes (and of the European Statistical Programme, though that extends beyond the scope of the single market) and a number of budget headings into a single market programme, as it can be expected to produce synergies and improve cost efficiency. Due to steadily increasing volume of work in consumer protection policy EESC urges the Commission to further develop cooperation with consumer networks and organisations and to increase funding for consumer protection. It is also concerned that the negotiations on the EU financial framework could result in cuts and thus in a lower budget than in the past.

    The EESC is pleased to observe that many of its recommendations for the Horizon 2020 mid-term evaluation have been taken up in areas such as collaborative research and mobility, steps to strengthen innovation, overcome disparities among regions, promote science and innovation activities among citizens, remedy low success rates and reduce the administrative burden.

    The EESC supports the proposals that enhance the international competitiveness of SMEs, reduce cost, harmonise and simplify processes for registration, filing of company changes and conversions. It believes that guidance by the Commission to the Member States on transposition of the directives is useful.

    The EESC strongly rejects the Commission's proposal to cut the EU's budget by 10% in real terms and urges the Member States (MS) to find solutions that allow this budget to be kept at the same level as the 2014-2020 programming period.

The industry directly employs 500 000 people in high quality jobs (1 million adding indirect jobs) and consists of an ecosystem of large and small companies covering the entire spectrum of aeronautics.     The EU aeronautical industry is a technological leader in its field and currently has a market share of about one third of the global market. The industry provides a positive contribution to the EU trade balance (EUR 46 billion in EU exports). (Source: ASD Facts and Figures)

    This leadership should not be taken for granted since the industry faces many challenges.

    The EESC welcomes the request of the Austrian Presidency of the Council of the European Union for an exploratory opinion on "The impact of subsidiarity and gold-plating on the economy and employment". It adds value and more aspects to the ongoing debate on Better Regulation to provide legal certainty, clear rules and "to ensure that regulatory burdens on businesses, citizens or public administrations are kept to a minimum".

    The EESC reiterates its demand that future-related issues including debates on competences and on the level of regulations must be addressed at national and European level with the full participation of social partners and other civil society organisations. This is a fundamental expression of multi-level participatory democracy and must therefore be strengthened in the EU and the Member States.
