Σε διερευνητική γνωμοδότησή της, η ΕΟΚΕ εμμένει στη σημασία της συντονισμένης ενωσιακής νομοθεσίας στους φορολογικούς συντελεστές που ισχύουν για τις εταιρείες ψηφιακών υπηρεσιών. Αυτό θα εξασφαλίσει ένα ευνοϊκό για την ανάπτυξη επιχειρηματικό περιβάλλον και θα ωφελήσει την εσωτερική αγορά, με την αποφυγή, παράλληλα, των κενών που θα προκαλούσαν οι χωριστές εθνικές πρωτοβουλίες. Στη γνωμοδότηση της ΕΟΚΕ, η οποία καταρτίστηκε κατόπιν αιτήματος της τσεχικής Προεδρίας του Συμβουλίου της Ευρωπαϊκής Ένωσης, αναφέρεται ότι σε κάθε νέο κανόνα πρέπει να αποφεύγεται η διπλή φορολόγηση και να ελαχιστοποιείται το κόστος συμμόρφωσης των επιχειρήσεων με την οικεία νομοθεσία.
Αν και η Ευρωπαϊκή Ένωση μπορεί να διαδραματίσει πρωταγωνιστικό ρόλο στον καθορισμό κανόνων για τη φορολόγηση της ψηφιακής οικονομίας, θα πρέπει να τηρεί τη διεθνή συμφωνία στην οποία κατέληξαν ο ΟΟΣΑ και η Ομάδα των 20 (G20). Επ’ αυτού, ο εισηγητής της γνωμοδότησης Benjamin Rizzo δήλωσε: «Πρέπει οι κανόνες τόσο του πρώτου όσο και του δεύτερου πυλώνα του Πλαισίου χωρίς αποκλεισμούς του ΟΟΣΑ για τη διάβρωση της βάσης και τη μετατόπιση των κερδών να εφαρμοστούν εντός της ΕΕ το ταχύτερο δυνατό. Τούτο θα συμβάλει στην επίτευξη υψηλού βαθμού συνέπειας με τη διεθνή συμφωνία που θα διαπραγματευτούν ο ΟΟΣΑ και η Ομάδα των 20». Ο δε συνεισηγητής της γνωμοδότησης Petru Dandea προσέθεσε τα εξής: «Η ΕΟΚΕ τονίζει ότι μια κατάλληλα σχεδιασμένη διεθνής φορολογική νομοθεσία για τις ψηφιακές επιχειρήσεις είναι καθοριστικής σημασίας για την πρόληψη των πρακτικών φοροδιαφυγής και φοροαποφυγής καθώς και για τη διαμόρφωση ενός δίκαιου, σταθερού και προοδευτικού φορολογικού συστήματος».
