The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Savā izpētes atzinumā EESK uzsver, ka svarīga nozīme ir saskaņotiem Eiropas tiesību aktiem, ar kuriem nosaka nodokļu likmes digitālo pakalpojumu uzņēmumiem. Tas nodrošinās izaugsmi veicinošu uzņēmējdarbības vidi un dos labumu iekšējam tirgum, vienlaikus izvairoties no nepilnībām, ko radītu atsevišķas valstu iniciatīvas. Komitejas atzinumā, kas izstrādāts pēc Eiropas Savienības Padomes prezidentvalsts Čehijas pieprasījuma, norādīts, ka visos jaunajos noteikumos ir jāizvairās no nodokļu dubultas uzlikšanas un jāsamazina atbilstības nodrošināšanas izmaksas uzņēmumiem.
Lai gan ES var uzņemties vadošo lomu, definējot noteikumus par nodokļu uzlikšanu digitālajā ekonomikā, tai būtu jāievēro ESAO/G20 panāktā starptautiskā vienošanās. Šajā sakarā ziņotājs Benjamin Rizzo norādīja, ka “ESAO/G20 nodokļu bāzes samazināšanas un peļņas novirzīšanas jomā izveidotā iekļaujošā satvara gan 1., gan 2. pīlārs ES ir jāīsteno pēc iespējas ātrāk. Tas palīdzēs panākt augstu saskaņotības pakāpi ar starptautisko nolīgumu, kas tiks apspriests ESAO/G20 sanāksmē.” Līdzziņotājs Petru Dandea piebilda: “EESK uzsver, ka pienācīgi izstrādāti starptautiski nodokļu tiesību akti par digitālajiem uzņēmumiem ir instrumenti, kas dod iespēju novērst izvairīšanos no nodokļu maksāšanas un nodokļu apiešanas praksi, kā arī iespēju izstrādāt taisnīgu, stabilu un progresīvu nodokļu sistēmu.
