The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Evropski ekonomsko-socialni odbor (EESO) v raziskovalnem mnenju poudarja pomen usklajene evropske zakonodaje, ki bo določala davčne stopnje za podjetja za digitalne storitve. To bo zagotovilo rasti prijazno poslovno okolje in koristilo notranjemu trgu, hkrati pa preprečilo vrzeli, ki bi jih ustvarile ločene nacionalne pobude. EESO v mnenju, ki ga je pripravil na zaprosilo češkega predsedstva Sveta Evropske unije, navaja, da morajo nova pravila preprečevati dvojno obdavčitev in čim bolj zmanjšati stroške izpolnjevanja obveznosti za podjetja.
Čeprav ima lahko EU vodilno vlogo pri določanju pravil za obdavčitev digitalnega gospodarstva, bi morala spoštovati mednarodni sporazum, ki ga bosta dosegla OECD in skupina G20. Poročevalec Benjamin Rizzo je v zvezi s tem dejal: „Prvi in drugi steber vključujočega okvira OECD za preprečevanje erozije davčne osnove in preusmerjanja dobička je treba v EU začeti izvajati takoj, ko bo mogoče. To bo pripomoglo k doseganju visoke stopnje skladnosti z mednarodnim sporazumom, ki ga bosta sklenila OECD in skupina G20.“ Soporočevalec Petru Dandea je še dodal: „EESO poudarja, da so pravilno zasnovani mednarodni zakoni o obdavčitvi digitalnih podjetij ključni tako za preprečevanje davčnih utaj in izogibanja davkom kot tudi za oblikovanje pravičnega, stabilnega in progresivnega sistema obdavčitve.“ (tk)
