The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Trh s elektrickou energiou sa musí zreformovať tak, aby sa dosiahlo viac než len splnenie cieľov klimatickej neutrality do roku 2050. Podľa Európskeho hospodárskeho a sociálneho výboru je nevyhnutné zaistiť bezpečnosť dodávok, stabilné a dostupné ceny a právo na energiu s cieľom chrániť zraniteľné skupiny.
V januárovom stanovisku na tému Budúcnosť dodávok a stanovenie ceny elektriny v EÚ, ktoré vypracovali Jan Dirx a Thomas Kattnig, EHSV presadzuje model vládnej regulácie tam, kde je to potrebné, a súkromného podnikania tam, kde je to možné, a odporúča zriadenie energetickej agentúry.
Mohla by mať podobu vládou založenej spoločnosti, ktorá na trhu s elektrinou bude zohrávať úlohu tvorcu trhu, a teda plniť ciele týkajúce sa dosiahnutia klimatickej neutrality, bezpečnosti dodávok a stabilných a dostupných cien.
Podľa výboru by sa zmeny potrebné na trhu s elektrickou energiou mali uskutočniť v troch fázach:
Fáza 1 – odteraz do roku 2030
Počas fázy 1 bude energetická agentúra rozširovať svoje portfólio s kombináciou výroby elektriny (bez emisií CO2). Počas tohto obdobia sa obchodovanie s elektrinou bude uskutočňovať na základe denného obchodovania, ale vplyv energetickej agentúry na trhu bude rásť.
Fáza 2 – od roku 2030 do roku 2040
Počas fázy 2 dosiahne energetická agentúra svoje postavenie tvorcu trhu a bude kontrolovať primeranú časť strany ponuky na trhu prostredníctvom zmlúv o dodávkach. Denné obchodovanie sa počas tohto obdobia zodpovedajúcim spôsobom upraví.
Fáza 3 – od roku 2040 do roku 2050
Energetická agentúra zoptimalizuje stranu ponuky elektriny, aby sa od roku 2050 zabezpečili udržateľné dlhodobé dodávky elektriny s nulovými emisiami skleníkových plynov za stabilné a predvídateľné ceny. (mp)
