Ní foláir an margadh leictreachais a athchóiriú sa chaoi is nach ngabhfaidh sé leor le spriocanna aeráidneodrachta 2050 amháin a bhaint amach, ach go ngabhfaidh tharstu. Dar le CESE, is den mhórthábhacht slándáil an tsoláthair, praghsanna cobhsaí inacmhainne agus an ceart chun fuinnimh a chinntiú ionas gur féidir grúpaí leochaileacha a chosaint.
Sa tuairim dar teideal Soláthar agus praghsáil an leictreachais san Aontas san am atá romhainn, a eisíodh i mí Eanáir agus a dhréachtaigh Jan Dirx agus Thomas Kattnig, cuireann CESE ar son samhail rialála rialtais de réir mar is gá sin agus ar son na fiontraíochta príobháidí nuair is féidir. Anuas air sin, molann sé fóntas leictreachais a chur chun cinn.
D’fhéadfadh an fóntas sin a bheith i bhfoirm cuideachta a bhunódh an rialtas. Bheadh ról ag an gcuideachta sin mar chruthaitheoir margaidh sa mhargadh leictreachais, rud a d’fhágfadh ar a cumas cuspóirí áirithe a bhaint amach, mar atá an aeráidneodracht, slándáil an tsoláthair agus praghsanna cobhsaí inacmhainne.
Dar leis an gCoiste, ba cheart tabhairt faoi na hathruithe atá de dhíth ar an margadh leictreachais i dtrí chéim:
Céim 1 – as seo go 2030
Forbróidh an fóntas leictreachais an phunann atá aige le cineálacha éagsúla modhanna giniúna fuinnimh (neamh-CO2). Le linn na céime seo, lá roimh ré is ea a dhéanfar an trádáil chumhachta sa mhargadh leictreachais ach tiocfaidh méadú ar thionchar an fhóntais leictreachais ar an margadh.
Céim 2 – ó 2030 go 2040
Bainfidh an fóntas leictreachais ionad amach dó féin mar chruthaitheoir margaidh agus rialóidh sé cuid cheart chothrom de thaobh an tsoláthair den mhargadh trí bhíthin conarthaí soláthair. Déanfar trádáil an lae roimh ré a choigeartú dá réir le linn na tréimhse seo.
Céim 3 – ó 2040 go 2050
A bhuí leis an bhfóntas leictreachais, bainfear an leas is mó is féidir as taobh an tsoláthair leictreachais d’fhonn soláthar fadtéarmach inbhuanaithe an leictreachais a áirithiú ó 2050 i leith, go nglanastaíochtaí nialasacha gás ceaptha teasa ar leibhéal praghsanna atá cobhsaí intuartha. (mp)
