Reforma tržišta električne energije ne smije biti ograničena samo na ispunjavanje ciljeva klimatske neutralnosti do 2050. Europski gospodarski i socijalni odbor smatra da je, kako bi se zaštitile ranjive skupine, ključno osigurati sigurnost opskrbe, stabilne i pristupačne cijene i pravo na energiju.
U mišljenju „Budućnost opskrbe i određivanja cijena električne energije u EU-u”, koje je objavljeno u siječnju, a izradili su ga Jan Dirx i Thomas Kattnig, EGSO se zalaže za model u okviru kojeg se vladina regulacija koristi tamo gdje je potrebno, a privatno poduzetništvo tamo gdje je to moguće, i preporučuje uspostavu E-mehanizma.
To bi moglo biti državno poduzeće koje bi preuzelo ulogu održavatelja tržišta električne energije, a cilj bi mu bio ostvariti klimatsku neutralnost, sigurnost opskrbe i stabilne i pristupačne cijene.
Odbor smatra da bi se potrebne promjene na tržištu električne energije trebale provoditi u tri faze:
Prva faza – od danas do 2030.
E-mehanizam bi povećao svoj portfelj kombinacijom izvora za proizvodnju energije (bez CO2). Trgovanje električnom energijom u tom bi se razdoblju odvijalo dan unaprijed, ali bi utjecaj E-mehanizma na tržište rastao.
Druga faza – od 2030. do 2040.
E-mehanizam bi preuzeo ulogu održavatelja tržišta i putem ugovora o opskrbi kontrolirao odgovarajući dio ponude na tržištu. Trgovanje dan unaprijed u tom bi se razdoblju prilagodilo na odgovarajući način.
Treća faza – od 2040. do 2050.
E-mehanizam bi optimizirao ponudu električne energije kako bi se od 2050. nadalje osigurale stabilne i predvidljive cijene i održiva dugoročna opskrba električnom energijom s nultom neto stopom emisija stakleničkih plinova. (mp)
