V stanovisku z vlastnej iniciatívy EHSV navrhuje vytvoriť fond na prispôsobenie sa zmene klímy s cieľom zabezpečiť rýchlu reakciu na nové klimatické a energetické krízy. Tento fond by dopĺňal existujúce politiky EÚ a zaistil efektívnejšie využívanie dostupných finančných prostriedkov.
Napríklad Fond solidarity EÚ so svojím ročným rozpočtom vo výške 500 miliónov EUR nedokáže pokryť škody spôsobené prírodnými katastrofami v roku 2021, hoci od roku 2002 poskytuje členským štátom pozoruhodnú podporu. Odhaduje sa, že len záplavy v západnej Európe spôsobili škody vo výške 38 miliárd EUR.
Spravodajca Ioannis Vardakastanis má o fonde na prispôsobenie sa zmene klímy jasnú predstavu: „Našou víziou je zabezpečiť silný mechanizmus financovania s využitím existujúcich finančných prostriedkov EÚ s cieľom rýchlo reagovať na núdzové situácie a pomôcť pri obnove poškodených komunít. Je to veľmi ambiciózny spôsob, ako obnoviť a chrániť oblasti, ktoré zasiahli závažné klimatické, energetické a environmentálne krízy.“
Okrem toho súčasná energetická kríza nebola ešte na obzore, keď sa vypracúval rozpočet viacročného finančného rámca EÚ na roky 2021 – 2027 a plán obnovy NextGenerationEU. Naliehavo potrebné investície do energie z alternatívnych zdrojov by fond na prispôsobenie sa zmene klímy mohol zaistiť efektívnejšie ako doterajšie mechanizmy. Je to obzvlášť dôležité práve teraz, keď mnohí ľudia nedokážu zaplatiť účty za plyn alebo elektrinu.
„Nie sme dostatočne pripravení reagovať na núdzové situácie a katastrofy spôsobené zmenou klímy a energetickou krízou, ani z hľadiska objemu finančných prostriedkov, ani pokiaľ ide o rýchlosť zásahu,“ dodala spoluspravodajkyňa stanoviska Judith Vorbach. „Vytvorenie fondu na prispôsobenie sa zmene klímy by bolo dôležitým nástrojom na riešenie tohto problému.“ (tk)
