U svojem samoinicijativnom mišljenju EGSO predlaže osnivanje fonda za klimatsku prilagodbu kako bi se osigurao brz odgovor na nove klimatske i energetske krize. Fondom za klimatsku prilagodbu dopunile bi se postojeće politike EU-a i osigurala djelotvornija upotreba postojećih sredstava.
Fond solidarnosti EU-a od 2002. pruža sveobuhvatnu potporu državama članicama. Međutim, godišnji proračun Fonda u iznosu od 500 milijuna EUR nije primjerice dovoljan za pokrivanje troškova štete prouzročene prirodnim katastrofama u 2021. Procjenjuje se da su u zapadnoj Europi poplave prouzročile štetu u vrijednosti od 38 milijardi EUR.
Izvjestitelj Ioannis Vardakastanis: „želimo da Fond za klimatsku prilagodbu bude pouzdan mehanizam financiranja koji nam, uz pomoć postojećih fondova EU-a, omogućava pružanje brzog odgovora na hitne situacije kao i u obnovi pogođenih zajednica. Radi se o ambicioznom planu obnove i zaštite područja pogođenih gorućim klimatskim, energetskim i okolišnim krizama.”
Osim toga, prilikom izrade proračuna višegodišnjeg financijskog okvira EU-a za razdoblje 2021. – 2027. i plana oporavka NextGenerationEU nitko nije mogao predvidjeti aktualnu energetsku krizu. Fond za klimatsku prilagodbu omogućio bi učinkovitiji odgovor na potrebu za hitnim ulaganjima u alternativne izvore energije, od onog koji omogućuju postojeći mehanizmi. To je posebno važno sada jer mnogi građani ne mogu podmiriti svoje račune za plin ili električnu energiju.
„Nismo pripremljeni za odgovor na hitne situacije i katastrofe uzrokovane klimatskim promjenama i energetskom krizom, ni u pogledu količine sredstava ni u pogledu pravodobnosti”, kaže Judith Vorbach, suizvjestiteljica za mišljenje. „Uspostava fonda za klimatsku prilagodbu bila bi važan alat za rješavanje tog problema.” (tk)
