Background

Water resilience and climate adaptation are interlinked and require a coherent approach. Water resilience is a prerequisite for climate resilience and climate resilience contributes to water resilience. 

The two strategies (European Water Resilience Strategy 2025 and European Climate Adaptation Plan 2026) share common objectives and mutually reinforcing measures in addressing their overlapping scope: droughts, floods, sea-level rise, and ecosystem stress.

The EESC has already adopted an opinion on the European Water Resilience Strategy and a contribution on Climate adaptation for resilient societies

This exploratory opinion requested by the Cyprus Presidency will ensure synergies across the objectives and tools of the two strategies concerning their joint scope:

  • develop joint mechanisms for prevention, early warning, and risk management, 

  • strengthen the deployment of nature-based solutions (NbS) with multiple benefits,

  • ensure coherent financing and governance frameworks for swift and systematic implementation, and

  • enhance the resilience of infrastructure and communities at EU, national, and local levels.
