Η ΕΕ διαθέτει ορισμένους από τους πλέον αυστηρούς κανονισμούς στον κόσμο όσον αφορά τη χρήση φυτοπροστατευτικών προϊόντων (ΦΠΠ ή παρασιτοκτόνων) στη γεωργία. Ωστόσο, μπορούν να γίνουν πολύ περισσότερα για να βελτιωθεί η κανονιστική σύγκλιση ώστε αφενός να μειωθούν οι κίνδυνοι από τη χρήση ΦΠΠ και αφετέρου να διασφαλιστεί ο εφοδιασμός με υγιεινά και ασφαλή τρόφιμα για τον συνεχώς αυξανόμενο παγκόσμιο πληθυσμό.
Για να συμβάλει στην αξιολόγηση της οδηγίας 2009/128/ΕΚ της Επιτροπής για την ορθολογική χρήση των γεωργικών φαρμάκων (SUD), η ΕΟΚΕ ενέκρινε ενημερωτική έκθεση επί του θέματος.
Δέκα χρόνια και πλέον μετά την εφαρμογή της, είναι σημαντικό να αξιολογηθεί κατά πόσον η οδηγία είναι κατάλληλη για τον επιδιωκόμενο σκοπό.
Παρά το γεγονός ότι έχει σημειωθεί σημαντική πρόοδος όσον αφορά τη χρήση και την επεξεργασία φυτοφαρμάκων, η έλλειψη επαρκούς γνώσης παραμένει το κύριο εμπόδιο όσον αφορά τη βέλτιστη χρήση ΦΠΠ.
Η παρακολούθηση και η επιβολή του νόμου θεωρείται επίσης αδυναμία της οδηγίας για την ορθολογική χρήση των γεωργικών φαρμάκων, όπως και η απουσία αποτελεσματικών κυρώσεων για τα κράτη μέλη που δεν συμμορφώνονται με τους κανόνες.
Παρότι οι Ευρωπαίοι αγρότες παραμένουν σθεναρά προσηλωμένοι στις περισσότερο βιώσιμες γεωργικές πρακτικές, υπάρχει και ευρύτατη συμφωνία ως προς την έλλειψη εναλλακτικών λύσεων και νέων τεχνολογιών που να είναι επαρκώς οικονομικά αποδοτικές ώστε να διασφαλίζουν την ιδανική διατήρηση των καλλιεργειών.
«Χρειαζόμαστε μια ολιστική και φιλόδοξη προσέγγιση για τη δημιουργία ενός νομοθετικού πλαισίου που να μας δίνει τη δυνατότητα χρήσης φυτοφαρμάκων με συνεκτικό, ομοιογενή και επιστημονικό τρόπο» τόνισε ο José Manuel Roche Ramo, εισηγητής της ΕΟΚΕ. (mr)
