Κατά τη σύνοδο ολομέλειας του Ιουλίου, η Ευρωπαϊκή Οικονομική και Κοινωνική Επιτροπή (ΕΟΚΕ) ενέκρινε γνωμοδότηση με θέμα την πιο πρόσφατη ετήσια έκθεση που εξέδωσε η Ευρωπαϊκή Επιτροπή σχετικά με την εφαρμογή των συμφωνιών ελεύθερων συναλλαγών (ΣΕΣ), η οποία καλύπτει το 2018. Η ΕΟΚΕ επισημαίνει τον καθοριστικό ρόλο που θα διαδραματίσει τον εμπόριο «στην προώθηση μιας βιώσιμης οικονομικής ανάκαμψης, ενώ παράλληλα θα βοηθήσει τις επιχειρήσεις να ανασυστήσουν και να αναδιοργανώσουν τις κλυδωνισμένες αξιακές αλυσίδες τους». Ταυτόχρονα, η ΕΟΚΕ εκφράζει τη λύπη της για το γεγονός ότι το έργο εποπτείας που επιτελεί η κοινωνία των πολιτών εξακολουθεί να απουσιάζει «σε μεγάλο βαθμό» από την έκθεση εφαρμογής.
Στη γνωμοδότησή της, η ΕΟΚΕ καλεί τα θεσμικά όργανα της ΕΕ να αντλήσουν σημαντικά διδάγματα από την παρούσα κατάσταση. Μεταξύ των διδαγμάτων αυτών συγκαταλέγεται η ανάγκη αποκατάστασης πιο ανθεκτικών, περισσότερο διαφοροποιημένων και πιο υπεύθυνων παγκόσμιων αλυσίδων εφοδιασμού, αλλά και σχεδιασμού ισχυρότερων μηχανισμών «για την υλοποίηση ενός θεματολογίου βιώσιμων εμπορικών συναλλαγών και επενδύσεων σε όλες τις διαστάσεις του». Η ΕΟΚΕ λυπάται ιδιαιτέρως για το γεγονός ότι το έργο που επιτελούν οι εγχώριες συμβουλευτικές ομάδες (ΕΣΟ) για την εποπτεία του αντικτύπου των συμφωνιών στις δεσμεύσεις για το εμπόριο και τη βιώσιμη ανάπτυξη (ΕΒΑ) εξακολουθεί να μην αντανακλάται «σε μεγάλο βαθμό» στην έκθεση. Η ΕΟΚΕ ζητεί να ενισχυθούν οι ΕΣΟ «προκειμένου να εκπληρώσουν τα καθήκοντα εποπτείας τους με επιτυχία» και εκφράζει τις ανησυχίες της «δεδομένου ότι τα κεφάλαια ΕΒΑ στερούνται επί του παρόντος δεσμευτικών μέσων επιβολής».(dgf)
