Getting relevant and timely information on EU matters in a tangible way and learning more from each other in the different Member States could enhance mutual understanding and trust. In addition to news and current affairs programmes, TV series, entertainment and documentaries with a European outlook can improve people's perception and knowledge of Europe. Audiovisual media – TV programmes and online video - is a crucial tool for European communication and interaction.
However, the main and most popular TV channels, radios and newspapers cater for a national audience. The main purpose of this study is therefore to research the creation of an OTT (Over-the-top) platform dedicated to disseminate content financed by media programme, and to make other recommendations for better distribution of European content.
In general, increased access to European programme content which reflects the EU slogan 'united in diversity' could prove an important asset in supporting European Inter-Culture Dialogue on a cross-community and cross-border basis.
The study must consider the possibility of creating an OTT (over-the-top) video platform to distribute and offer incentives and a viable outlet, which could also be aired on existing national channels. The possibility of broadcasting content produced by each Member State in all other Member States should also be examined and the best tool for this proposed (e.g. watching the Lithuanian, Slovak, Spanish programmes/shows in Poland in Polish).
Performing research into the possibility of an OTT platform and recommendations on how to better disseminate and distribute content produced in the EU the study should look at the potential creation of a European TV video platform for the general public in all (or almost all) EU languages.

The study should be carried out in English or French, and cover 5 European Union member states.

- Contract award: estimated timing is 8 May 2015
- Draft report: within 2 months after the signature of the contract
