Tá straitéis cistiúcháin a fheidhmíonn go maith ríthábhachtach chun airgead a chruinniú le haghaidh théarnamh an Aontais ar na margaí caipitil idirnáisiúnta. Ina thuairim a dhréachtaigh Judith Vorbach agus a glacadh ag seisiún iomlánach mhí Iúil, cuireann Coiste Eacnamaíoch agus Sóisialta na hEorpa (CESE) i bhfios go láidir go bhfuil gá le cistiú fónta agus inbhuanaithe, bainistíocht fhónta riosca agus costais ísle iasachtaíochta chun go gcuirfear NextGenerationEU chun feidhme go rianúil.
Agus í ag labhairt le linn na díospóireachta, luaigh Judith Vorbach: ‘Ní mór aon iasachtaí a fhaightear faoi NextGenerationEU a rialú go daonlathach, go dlisteanach agus go trédhearcach. Rachadh straitéis cistiúcháin éifeachtach a bhfuil cistiú cobhsaí agus inbhuanaithe, bainistíocht fhónta riosca, ardacmhainneacht creidmheasa agus costais ísle iasachtaíochta ag baint léi chun leasa an phobail, agus chun leasa na sochaí sibhialta go háirithe, arb í a iompraíonn na rioscaí margaidh ar deireadh thiar’.
Ba dhíol sásaimh do CESE gur chinn an Coimisiún Eorpach a chuid inniúlachtaí agus acmhainní daonna féin a neartú d’fhonn dul i ngleic le cistiú NextGenerationEU. I bhfianaise leas láidir an phobail i gcistiú fónta NextGenerationEU, tá sé tábhachtach go ndéanfaidh an Coimisiún an straitéis a bhainistiú go díreach agus nach ndéanfar í a sheachfhoinsiú. Iarrann CESE go mbeadh cothromaíocht inscne ann agus na baill foirne á gceapadh chun an tasc sin a thabhairt i gcrích.
Ina theannta sin, iarrann CESE go mbunófar bord comhairleach ar a mbeidh ionadaithe ón gCoimisiún, ó Pharlaimint na hEorpa, ón gComhairle, ó na comhpháirtithe sóisialta agus ón tsochaí shibhialta eagraithe. (mp)
