Following the 2023 Commission Work Programme, a legislative proposal for targeted reform of the electicity market is expected in the first quarter of 2023. Ahead of the legislative proposal, the European Commission intends to publish a "consultation document" on the structural reform of the EU electricity market before the European Council of 15-16 December.

Based on the information currently available, the reform should focus on two different sides of the electricity market:

1) the remuneration of renewables and other technologies based on their true production cost, and

2) ensuring the effective competition for gas supply and a well-functioning short-term market. 

A first referral on this issue was addressed via the opinion on Energy Markets (TEN/784) relating to an EC Communication (COM(2022)236 final).
