Európsky hospodársky a sociálny výbor (EHSV) podporuje návrh Komisie na ustanovenie daňového systému ústredia v snahe podporiť rast malých podnikov v EÚ. EHSV vo svojom poradnom stanovisku podporuje dodatočné opatrenia a v záujme účinného vykonávania a informovanosti zdôrazňuje potrebu intenzívnejšej spolupráce medzi Komisiou, členskými štátmi a zástupcami mikropodnikov a malých a stredných podnikov (MSP).
Prevažnú väčšinu nefinančných podnikov v EÚ tvoria MSP (99,8 %), ktoré sa významnou mierou podieľajú na zamestnanosti (66,6 %) a pridanej hodnote (56,8 %). Cieľom návrhu Komisie o daňovom systéme ústredia, ktorý je súčasťou širšieho balíka pomoci pre MSP, je zmierniť regulačné zaťaženie a zjednodušiť daňové postupy pre tieto podniky. EHSV zdôrazňuje, že návrh o daňovom systéme ústredia by sa mal naliehavo prijať, aby sa urýchlil rast mikropodnikov a MSP so zameraním na samostatné MSP zapojené do cezhraničných operácií. Navrhované zníženie je v súlade s cieľom EHSV podporovať prostredie pre dlhodobý rast HDP a zamestnanosti.
EHSV síce podporuje dôraz na samostatné mikropodniky a MSP v počiatočnej fáze, navrhuje ale posúdiť možnosť rozšíriť daňový systém ústredia tak, aby sa do hodnotenia ex post po piatich rokoch zahrnuli dcérske spoločnosti, čím sa posilní inkluzívnosť. EHSV uznáva komplementárnosť daňového systému ústredia s návrhom rámca BEFIT, ale podčiarkuje, že je potrebná opatrnosť, aby sa predišlo nezrovnalostiam v právnom rámci. Zásadný význam pre úspech daňového systému ústredia má spolupráca medzi daňovými orgánmi v členských štátoch, a preto EHSV na ňu vyzýva v záujme zaistenia riadneho vykonávania tohto systému. Zároveň naliehavo žiada členské štáty, aby čo najrýchlejšie prispôsobili informačné systémy a zvyšovali informovanosť mikropodnikov a MSP. (tk)
