O Comité Económico e Social Europeu (CESE) apoia a proposta da Comissão relativa à tributação da sede social para estimular o crescimento das pequenas empresas na UE. No seu parecer consultivo, o CESE defende a adoção de medidas adicionais e salienta a necessidade de reforçar a colaboração entre a Comissão, os Estados-Membros e os representantes das micro, pequenas e médias empresas (MPME), de modo a sensibilizar todas as partes e lograr uma aplicação eficaz.
As PME, que representam a impressionante quota de 99,8% das empresas não financeiras na UE, contribuem significativamente para o emprego (66,6%) e para o valor acrescentado (56,8%). A proposta da Comissão de uma tributação da sede social, que faz parte do pacote mais vasto de medidas de auxílio às PME, visa reduzir os encargos regulamentares e simplificar os procedimentos fiscais para estas empresas. O CESE salienta a urgência de adotar a referida proposta para impulsionar o crescimento das MPME, em particular as PME autónomas que operam além-fronteiras. A redução proposta está em consonância com o objetivo do CESE de promover um ambiente propício ao crescimento do PIB e do emprego a longo prazo.
O CESE concorda com uma incidência inicial nas MPME autónomas, mas propõe que, ao realizar a avaliação ex post após cinco anos, se avalie a possibilidade de alargar este sistema de tributação para incluir as filiais, reforçando a inclusividade. O CESE reconhece a complementaridade entre esta proposta e a proposta relativa à iniciativa BEFIT, mas salienta que é necessária uma atitude vigilante para evitar discrepâncias no quadro jurídico. Tendo em conta que a cooperação entre as autoridades fiscais dos Estados-Membros é crucial para o êxito do sistema de tributação da sede social, o CESE insta à colaboração, a fim de assegurar a sua correta aplicação, e exorta os Estados-Membros a adaptarem os sistemas informáticos com toda a celeridade e a sensibilizarem as MPME.
