De 51e vergadering van het follow-upcomité Westelijke Balkan stond in het teken van conflictoplossing en de normalisering van de betrekkingen tussen Kosovo* en Servië. De bijeenkomst, die werd voorgezeten door Ionuţ Sibian, werd bijgewoond door prominente sprekers — EU-ambtenaren, deskundigen uit de Westelijke Balkan en vertegenwoordigers van het maatschappelijk middenveld uit lokale gemeenschappen. Zij waren het er unaniem over eens dat een door de EU gefaciliteerde dialoog de enige weg vooruit is.
Miroslav Lajčák, speciale vertegenwoordiger van de Europese Unie voor de dialoog tussen Belgrado en Pristina en andere regionale kwesties in verband met de Westelijke Balkan, gaf een overzicht van de door de EU gefaciliteerde dialoog en de daarmee gepaard gaande uitdagingen, en betreurde dat het debat opnieuw moest worden toegespitst op conflictoplossing in plaats van op de voltooiing van het normalisatieproces.
Marko Prelec van de International Crisis Group verklaarde dat een alomvattende overeenkomst tussen Kosovo en Servië op dit moment geen realistisch doel is, aangezien een dergelijke overeenkomst wederzijdse erkenning zou vereisen.
Leon Hartwell van het Center for European Policy Analysis (CEPA) betreurde dat er zeer weinig politieke wil is om de bestaande 30 door bemiddeling van de EU tot stand gebrachte overeenkomsten tussen Kosovo en Servië uit te voeren.
Branislav Staníček van de Onderzoeksdienst van het Europees Parlement (EPRS) onderstreepte het belang van trans-Atlantische samenwerking voor het welslagen van de normalisatiedialoog. Deelnemers van plaatselijke maatschappelijke organisaties uit Belgrado, Pristina en Noord-Mitrovica benadrukten de noodzaak om de voorwaarden te scheppen voor het overbruggen van de etnische kloof tussen de gemeenschappen.
*Deze benaming laat de standpunten over de status van Kosovo onverlet en is in overeenstemming met Resolutie 1244 van de VN-Veiligheidsraad en het advies van het Internationaal Gerechtshof over de onafhankelijkheidsverklaring van Kosovo. (at)
