Η ενεργειακή μετάβαση απαιτεί σαφές πολιτικό όραμα, καθότι δεν αποτελεί μόνο τεχνολογικό ζήτημα αλλά και βαθιά κοινωνική πρόκληση. Στη γνωμοδότηση που καταρτίστηκε από τον Lutz Ribbe και τον Thomas Kattnig και εγκρίθηκε κατά τη σύνοδο ολομέλειας του Σεπτεμβρίου, η ΕΟΚΕ τονίζει ότι το μελλοντικό ενεργειακό σύστημα πρέπει να περιλαμβάνει τόσο συγκεντρωτικά όσο και αποκεντρωμένα στοιχεία, ενώ η οργάνωσή του δεν μπορεί να αφεθεί στην τύχη.
Κατά τη διάρκεια της συζήτησης, ο κ. Ribbe δήλωσε: «Χρειάζεται σαφές όραμα για το αν θα πρέπει να επιδιωχθεί κατά προτεραιότητα η αποκέντρωση ή ο συγκεντρωτισμός. Σε τελική ανάλυση, η ευρωπαϊκή ενεργειακή μετάβαση χρειάζεται πρωτίστως επενδυτική ασφάλεια, τόσο για τους δημόσιους όσο και για τους ιδιωτικούς φορείς, η οποία μπορεί να επιτευχθεί μόνο με σαφείς θεμελιώδεις αποφάσεις».
Στο ίδιο πνεύμα, ο κ. Kattnig πρόσθεσε: «Οι εργαζόμενοι, τα συνδικάτα και οι καταναλωτές πρέπει να συμμετέχουν στην ενεργειακή μετάβαση, όπως υποσχέθηκαν οι πολιτικοί ιθύνοντες και ζήτησε μετ' επιτάσεως η ΕΟΚΕ. Ωστόσο, και σε αυτήν την περίπτωση, η Ευρωπαϊκή Επιτροπή και τα κράτη μέλη εγείρουν περισσότερα ερωτήματα με τις απαντήσεις τους. Επιπλέον, οι υφιστάμενες πρωτοβουλίες ενεργειακής πολιτικής θα εμποδίσουν μάλλον παρά θα προωθήσουν την ευρεία συμμετοχή των πολιτών.
Τα συγκεντρωτικά και τα αποκεντρωμένα συστήματα παρουσιάζουν αμφότερα τόσο πλεονεκτήματα όσο και μειονεκτήματα. Σε ένα συγκεντρωτικό σύστημα η δημιουργία αξίας εξαρτάται συνήθως από λιγότερους συμμετέχοντες. Ωστόσο, σε ένα αποκεντρωμένο σύστημα, οι καταναλωτές μπορούν να συνεισφέρουν ως ενεργοί πελάτες, ενεργειακές κοινότητες πολιτών, γεωργοί, ΜΜΕ και δημοτικές επιχειρήσεις. (mp)
