Κατά τη σύνοδο ολομέλειάς της στις 24 Φεβρουαρίου, η ΕΟΚΕ ενέκρινε γνωμοδότηση με θέμα την ανακοίνωση της Επιτροπής στην οποία περιλαμβάνονται οι προτάσεις της για τη μεταρρύθμιση του πλαισίου οικονομικής διακυβέρνησης. Απαιτείται η ταχεία επίτευξη συμφωνίας, αλλά το σχέδιο στερείται λεπτομερειών, τονίζει η ΕΟΚΕ.
Από τη Συνθήκη του Μάαστριχτ του 1992, το πλαίσιο οικονομικής διακυβέρνησης της ΕΕ συνέβαλε στη δημιουργία ευνοϊκών συνθηκών για την οικονομική σταθερότητα, την ανάπτυξη και την αύξηση των ποσοστών απασχόλησης στην Ευρώπη. Ωστόσο, παρότι εξελίχθηκε συν τω χρόνω, το πλαίσιο αυτό κατέστη επίσης ολοένα και πιο περίπλοκο και τα μέσα και οι διαδικασίες του δεν αποδείχθηκαν όλα ανθεκτικά στο πέρασμα του χρόνου.
Μολονότι η ΕΟΚΕ συμφωνεί ότι απαιτείται η ταχεία επίτευξη συμφωνίας πριν από τις δημοσιονομικές διαδικασίες των κρατών μελών για το 2024, τονίζει επίσης ότι πολλές λεπτομέρειες δεν έχουν ακόμη διευθετηθεί οριστικά. Τα προτεινόμενα δημοσιονομικά-διαρθρωτικά σχέδια πρέπει να διασφαλίζουν ότι οι δείκτες χρέους προς το ΑΕγχΠ τίθενται σε πτωτική τροχιά ή παραμένουν σε συνετά επίπεδα. Ταυτόχρονα, οι κανόνες πρέπει να αφήνουν επαρκή δημοσιονομικά περιθώρια για επενδύσεις στην πράσινη και την ψηφιακή μετάβαση. Πρωταρχικής σημασίας για την επιτυχία ενός μεταρρυθμισμένου πλαισίου, είναι η ενίσχυση της οικειοποίησης των κανόνων.
«Η μεταρρύθμιση του δημοσιονομικού πλαισίου επείγει. Πολλά κράτη μέλη δεν εξυγίαναν αρκετά τα δημόσια οικονομικά τους σε περιόδους ευνοϊκής οικονομικής συγκυρίας», δήλωσε ο εισηγητής της ΕΟΚΕ Krister Andersson. «Η έλλειψη συνετών πολιτικών πλήττει τις πλέον ευάλωτες κοινωνικές ομάδες. Η μείωση των επιπέδων χρέους και η βιωσιμότητα του χρέους είναι καίριας σημασίας. Συμφωνούμε όσον αφορά την ανάγκη ταχείας επίτευξης συμφωνίας πριν από τις δημοσιονομικές διαδικασίες των κρατών μελών για το 2024». (tk)
