    The Committee supports the European Commission proposal for the creation of a Union Resettlement Framework and calls for a genuine common asylum policy that respects European values. It calls for the common criteria for resettlement to focus on people's need for protection, not on the third country's effective cooperation on asylum and it considers the "first country of asylum" and "safe third country" concepts to be open to question due to the current unsafe and unstable situation in the third countries and regions concerned. The Committee calls for the resettlement programme to be uncoupled from partnership agreements that aim to encourage third countries to prevent refugees from fleeing, as this carries the risk of infringing international law and fundamental rights.

    The EESC adopted this opinion after in-depth work carried out during the four meetings of the study group. The opinion also reflects the national debates with civil society organisations carried out in all Member States between 2 September and 2 November 2016. These discussions were coordinated by three members of the EESC ('trios') from the country concerned, often in cooperation with the European Commission (15 debates) or the national economic and social council (7 debates). Participants came from a wide range of employers' and trade union organisations and other civil society organisations, as well as, to a lesser extent, from the academic world. A total of 116 EESC members and nearly 1,800 representatives of civil society organisations participated in the 28 debates. The conclusions/recommendations of the national debates have been grouped in the opinion, while the reports on the national debates will be published separately.

    The Single Market is coming under growing pressure, partly due to short-sighted national interests, with a significant part of the population increasingly calling it into question. Unnecessary obstacles such as insufficient recognition of qualifications and diplomas, technical constraints at local level, regulatory obstacles due to differences in national legislation and inadequate coordination of e-government solutions at EU level, must be removed to ensure growth, jobs, long-term prosperity.

    Regulation (EU) No 1286/2014 requires the production of key information documents for packaged retail and insurance-based investment products. It will be directly applicable as of 31 December 2016.  In view of the exceptional circumstances that have delayed the adoption of the delegated regulation, due to the rejection of the European Parliament, the Commission proposes postponing the application of regulation (EU) No 1286/2014 by 12 months in order to reduce legal uncertainty and allow the PRIIP manufacturers more time to prepare for the application of the new rules.

    The EESC strongly endorses the Commission's initiative to extend the duration and increase the financing of the European Fund for Strategic Investments (EFSI) and welcomes the positive results of the first year and considers the SME "investment window" a success. The Committee recommend that EFSI 2.0 should aim for ever greater involvement of private capital; stresses the importance of keeping a market-driven emphasis, reinforcing the additionality of the EFSI and calls for a more balanced geographically coverage across the EU. The EESC also recommends bolstering the European Investment Advisory Hub (EIAH) and the reinforcement of the social dimension of EFSI deployment. It is also in favour of using the EFSI to nurture the development of a shared industrial and dual technology base in the European defence sector. Finally, in the view of the Committee it is important to raise the visibility of EFSI funding.

    Development responses to forced displacement should be tailored for each geographic region, whilst ensuring joined-up action across the European Commission and other institutions. While a development-led approach can produce considerable results with the current budget, the need for extra resources should not be ruled out. Civil society, end users, development partners and NGOs should be involved in the delivery and in making the Commission's Communication operational. Social and civil dialogue structures and processes should be enhanced and improved in partner and host countries to assist with its delivery. Entrepreneurship in the affected regions should be supported and developed as a viable development path for many forcibly displaced people. Education and training responses should be based on a lifelong learning approach. The possibility of making EU programmes available to forcibly displaced people should be considered.

    The EESC welcomes and supports the Commission's initiative to anticipate the review of the Regulations on European venture capital funds (EuVECA) and European social entrepreneurship funds (EuSEF). The EESC believes that such a regulation can promote the establishment of a capital markets union. The EESC suggests that in order to expand participation in such investment funds, the hitherto very restrictive access criteria, as well as other restrictive conditions, to be significantly relaxed; the Committee proposes to increase the involvement of non-institutional investors and considers it equally important to create an environment in which the financing objectives of social investment funds can develop.

    In this opinion the EESC supports further harmonisation of the Common European Asylum System (CEAS) and welcomes the proposed improvements. However, it is concerned about some limitations of fundamental rights of asylum seekers. It sets out specific recommendations on the three proposals for: the Qualification Regulation, the Common Procedure Regulation and the Standards of Reception Directive, taking into account the human rights perspective, in line with the opinion on CEAS Reform I.

    The EESC underlines how important it is for other European policies – in addition to climate and environmental policies – to take account of Arctic issues. This applies in particular to EU's structural policy, the common agricultural policy, fisheries policy and maritime policy.

    The Committee also stresses the need to ensure that the local population in the Arctic can benefit from the opportunities offered by sustainable economic and social development, which are very often brought about by improved physical and non-physical means of communication. Therefore, the preservation of Arctic regions and the fight against climate change must not be undertaken without consideration for its inhabitants or in a way that is detrimental to them. The EESC calls for civil society to be able to play an active role in promoting the interests and concerns of people who live there.

    The EESC opinion on the revision of the Posting of Workers Directive was adopted with 180 votes in favour, 84 against and 30 abstentions. A counter opinion on the same subject was put forward and not carried, receiving 94 for, 175 against and 23 abstentions.

    In its opinion, the EESC supports in principle the Commission's proposed recast of the Posting of Workers Directive. The principle of equal pay for equal work in the same place is the cornerstone of the pillar of social rights in Europe.
