Key points

The EESC:

• expresses concern about the poor results achieved on e-procurement to date;
• is concerned about the low level of Member State involvement, indicating continued resistance to adopting practices which are known to be beneficial to both public administration and economic operators;
• notes that the public procurement market is segmented: it contains multiple solutions and platforms which in most cases are not designed to be interoperable;
• calls for the solutions to be accessible to everyone, by overcoming language barriers and ensuring access for disabled people; and
• reiterates its view that European legislation on public procurement should help SMEs.
