Het nieuwe initiatief van de Europese Commissie om de groei van een markt voor duurzame vliegtuigbrandstoffen (SAF) te versnellen is een stap in de goede richting, maar er zijn enkele wijzigingen nodig om ervoor te zorgen dat het initiatief doeltreffend kan worden uitgevoerd, zonder tot verstoringen te leiden. Dit is de kern van het door Thomas Kropp opgestelde advies over het RefuelEU Luchtvaart-voorstel, dat tijdens de oktoberzitting is goedgekeurd.
“Het is inderdaad juist dat duurzame vliegtuigbrandstoffen — indien in voldoende hoeveelheden geproduceerd en voor alle luchtvaartmaatschappijen beschikbaar — de CO2-uitstoot van de sector aanzienlijk zouden verminderen. Het is echter niet duidelijk of de aanpak van de Commissie concurrentieverstoringen zou voorkomen”, aldus de heer Kropp.
De luchtvaart is een internationale dienstensector die twee gescheiden markten met een verschillende marktdynamiek bestrijkt: de Europese interne markt van de EER enerzijds, en de internationaal gereguleerde markt anderzijds. Het ontwerpvoorstel van de Commissie moet dit verschil duidelijk tot uiting laten komen en ernaar streven om binnen de EER een gelijk speelveld te handhaven, terwijl het zich proactief inzet voor wereldwijd geldende duurzaamheidsnormen.
Wat het thema CO2-uitstoot betreft, heeft de heer Kropp een advies opgesteld over de kennisgeving over de regeling voor koolstofcompensatie en -reductie voor de internationale luchtvaart (Corsia), dat eveneens tijdens de oktoberzitting is goedgekeurd. In het document onderschrijft het EESC het voorstel van de Commissie tot wijziging van Richtlijn 2003/87/EG wat betreft de kennisgeving inzake compensatie in 2021, en steunt het de spoedige goedkeuring ervan met het oog op rechtszekerheid.
