Is díol sásaimh é tionscnamh nua an Choimisiúin Eorpaigh chun dlús a chur le fás an mhargaidh do bhreoslaí eitlíochta inbhuanaithe, ach tá roinnt modhnuithe de dhíth lena chinntiú gur féidir é a chur chun feidhme go héifeachtach, gan saobhadh a chruthú. B’in í príomhtheachtaireacht na tuairime maidir le togra eitlíochta RefuelEU, a dhréachtaigh Thomas Kropp agus a glacadh ag an seisiún iomlánach i mí Dheireadh Fómhair.
Is fíor go ndéanfadh breoslaí eitlíochta inbhuanaithe laghdú suntasach ar astaíochtaí CO2 na hearnála dá dtáirgfí méideanna leordhóthanacha díobh agus dá mbeadh fáil ag na haerlínte uile orthu. Ní léir, áfach, an gcuirfeadh an cur chuige atá á shaothrú ag an gCoimisiún cosc ar shaobhadh iomaíochta,’ a dúirt Thomas Kropp.
Is earnáil seirbhíse idirnáisiúnta í an eitlíocht, a chlúdaíonn dhá mhargadh ar leith ina bhfuil dinimicí éagsúla margaidh: Margadh Aonair Eorpach an Limistéir Eorpaigh Eacnamaíoch (LEE) ar thaobh amháin, agus an margadh atá rialaithe go hidirnáisiúnta ar an taobh eile. Ba cheart an difríocht sin a léiriú go soiléir sa dréacht-togra ón gCoimisiún, agus é a bheith d’aidhm aige cothrom na Féinne a choinneáil laistigh de LEE agus caighdeáin is infheidhme i leith na hinbhuanaitheachta á gcur chun cinn go réamhghníomhach ar fud an domhain san am céanna.
Maidir le saincheist na n-astaíochtaí CO2, dhréachtaigh Thomas Kropp tuairim faoin bhFógra maidir leis an Scéim Fritháirithe agus Laghdaithe Carbóin don Eitlíocht Idirnáisiúnta (CORSIA), a glacadh freisin ag seisiún iomlánach mhí Dheireadh Fómhair. Sa doiciméad sin, formhuiníonn CESE an togra ón gCoimisiún chun Treoir 2003/87/CE a leasú i ndáil le fógra a thabhairt faoi fhritháireamh in 2021, agus tacaíonn sé lena ghlacadh práinneach d’fhonn deimhneacht dhlíthiúil a bhaint amach.
