Ó 1992 i leith, tá an tAontas Eorpach ag féachaint le straitéisí bithéagsúlachta a chur chun feidhme gan aon torthaí suntasacha. Tharla sé sin go príomha de dheasca droch-chur chun feidhme an chreata dlí ar an leibhéal náisiúnta, agus cistiú neamhleor do na bearta is gá.
Is díol sásaimh do CESE tiomantas agus iarrachtaí athnuaite an Choimisiúin chun Straitéis Bithéagsúlacht a fhorbairt ina leagtar amach na spriocanna atá le baint amach faoi 2030, mar cheann de na bealaí chun an Comhaontú Glas a bhaint amach.
De réir an rapóirtéara Antonello Pezzini agus an comhrapóirtéir Lutz Ribbe, is tríd an straitéis sin a chuirfear bithéagsúlacht na hEorpa i gcroílár an téarnaimh iar-COVID-19 ar mhaithe le daoine, an aeráid agus an pláinéad, rud a thabharfadh an dúlra ar ais inár saol.
Ní mór don Aontas dlús suntasach a chur lena iarrachtaí chun na hacmhainní nádúrtha atá fágtha againn a chosaint, trí fheachtais múscailte feasachta agus trí fheachtais chumarsáide. Measann CESE freisin gur gá achar na limistéar faoi chosaint a mhéadú, go háirithe i limistéir atá faoi dhianchosaint, gnáthóga a athbhunú agus laghdú ar speicis a chomhrac.
Tá CESE ag cur i bhfáth freisin nach féidir a bheith ag súil go mbeidh na feirmeoirí agus uinéirí foraoise freagrach as an gcostas a bhaineann le cosaint na bithéagsúlachta. Ina áit sin, ba cheart soláthar “an earra agus luacha phoiblí” seo a bheith ina fhoinse úsáideach ioncaim dóibh.
Ar an mbealach go dtí an chéad chruinniú eile den Choinbhinsiún maidir leis an Éagsúlacht Bhitheolaíoch a reáchtálfar sa tSín in 2021, ní mór i bhfad níos mó a dhéanamh chun an bhithéagsúlacht dhomhanda a chosaint. Is mithid don Eoraip anois a ról ceannaireachta a ghlacadh agus a chur ina luí ar na páirtithe eile gur fiú cloí leis na straitéisí a ghlactar. (mr)
