The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

Septembri täiskogu istungjärgul vastu võetud arvamuses uuris Euroopa Majandus- ja Sotsiaalkomitee põhjalikumalt Euroopa integreeritud piirihalduse strateegiat ning nõudis ühist strateegiat, koordineerimise parandamist ja põhiõiguste kaitse tagamist.
Tõhusa Euroopa piirihalduse tagamine ei ole ainult julgeoleku küsimus. Sellega toetame ka väärtusi, millele Euroopa Liit tugineb. Komitee on kindlalt veendunud, et peame looma selge kava protsessi parandamiseks meie välispiiridel.
Euroopa integreeritud piirihalduse eesmärk on parandada koordineerimist piirihaldusküsimustega tegelevate Euroopa ametite ja vahendite ning liikmesriikide vastavate ametite ja vahendite vahel. Erilist tähelepanu tuleks pöörata teabevahetusele ja ühise piirihalduse töökultuuri loomisele, mis tagab inimõiguste kaitse.
Komitee väljendab tõsist muret asjaolu üle, et strateegias ei täpsustata riiklike piiriasutuste kohustusi, kuigi neil on piirihalduses võtmeroll. Arvamuse raportööri Cristian Pîrvulescu ja kaasraportööri José Antonio Moreno Díazi hinnangul on oluline kasutada Euroopa integreeritud piirihalduse raamistikku selleks, et nõuda igalt liikmesriigilt piirihalduse valdkonnas põhiõiguste kava, mis täiendaks Frontexi tegevust.
Komitee peab samuti kahetsusväärseks, et Euroopa integreeritud piirihalduses ei teadvustata asjakohaselt tagasitõrjumise tava ega tegeleta sellega. Komitee palub komisjonil koostada sellekohased selged kavad ja kohustada riiklikke piiriasutusi vältima neid vastuvõetamatuid tavasid. Põhiõiguste austamine on kõigi ELi ja liikmesriikide institutsioonide juriidiline kohustus ning seda tuleks vastavalt käsitleda. Mitte mingil juhul ei tohiks ELi välispoliitika või koostööpoliitika sõltuda päritoluriikide koostööst tagasisaatmis- ja tagasivõtmisprotsessides. (gb)
