The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Rostoucí bezpečnostní hrozby naléhavě nutí Evropu zaujmout jednotnou strategii financování obrany. Na žádost polského předsednictví EU přijal EHSV stanovisko, v němž vyzývá k rozhodnému postupu: navýšení investic do moderních systémů, prohloubení spolupráce s NATO a více prostředků ve finančním rámci EU.
Bezpečnostní rizika ohrožující Evropu se zvětšují a odhalují její závislost na externích dodavatelích obranných prostředků – 78 % ze 75 mld. eur, které státy EU vynaložily na obranu za jeden rok, bylo zaplaceno dodavatelům mimo EU. Ke snížení této závislosti je naléhavě nutné posílit evropskou technologickou a průmyslovou základnu obrany.
„Mechanismy financování obrany EU je třeba přepracovat tak, aby odpovídaly dnešním výzvám,“ vysvětluje zpravodaj stanoviska EHSV Financování obrany v EU Marcin Nowacki. „Stávající rozpočtová pravidla omezují výdaje na vojenské účely, a i když iniciativy jako Evropský obranný fond a Evropský mírový nástroj znamenají vývoj správným směrem, jako obrana před hrozbami v dnešním rozsahu nepostačí.“
Nezbytným předpokladem interoperability a jednotné strategie je spolupráce NATO. Odolnost zvýší společné veřejné zakázky, partnerství v oblasti kybernetické a kosmické bezpečnosti a satelitní projekt IRIS2. Financování obrany musí být v souladu s širšími prioritami EU, aniž by byly ohroženy sociální a environmentální cíle. Klíčem k zajištění bezpečnosti a autonomie Evropy jsou strategické investice, inovace a dlouhodobé plánování. (tk)
