Agus méadú ag teacht ar líon na mbagairtí slándála, tá géarghá ag an Eoraip le straitéis aontaithe cistiúcháin cosanta. Mar fhreagairt ar iarraidh ó Uachtaránacht inteachta na Polainne ar an Aontas Eorpach, ghlac CESE tuairim ina n-éilítear gníomhaíocht mhisniúil: infheistíocht bhreise i gcórais nua-aimseartha, comhar níos doimhne le ECAT, agus cistiú níos mó laistigh de chreat airgeadais an Aontais.
Na rioscaí slándála atá roimh an Eoraip, tá siad ag dul i méid, rud a léiríonn a spleáchas ar sholáthraithe seachtracha i réimse na cosanta. 78 % den EUR 75 bhilliún a chaith tíortha an Aontais ar sholáthar trealaimh cosanta thar thréimhse bliana amháin, cuir i gcás, chuaigh sé chuig soláthraithe nach soláthraithe de chuid an Aontais iad. Is mórthábhachtach bonn tionsclaíoch agus teicneolaíoch na cosanta Eorpaí (BTTCE) a neartú chun an spleáchas sin a laghdú.
‘Ní mór athrú ó bhonn a dhéanamh ar shásraí cistiúcháin cosanta an Aontais chun dul i ngleic leis na dúshláin chomhaimseartha,’ a dúirt Marcin Nowacki, rapóirtéir don tuairim ó CESE Maoiniú na cosanta san Aontas Eorpach. Leis na rialacha buiséadacha atá ann cheana, cuirtear teorainn leis an gcaiteachas míleata, agus cé gur céim chun tosaigh iad tionscnaimh amhail an Ciste Eorpach Cosanta agus an tSaoráid Eorpach Síochána, ní leor iad fós chun aghaidh a thabhairt ar scála na mbagairtí atá ann faoi láthair.’
Is ríthábhachtach comhar ECAT le go mbeidh idir-inoibritheacht agus straitéis aontaithe ann. Leis an soláthar comhpháirteach, na comhpháirtíochtaí i réimsí na cibearshlándála agus na slándála spáis, agus tionscadal satailíte IRIS2, cuirfear feabhas ar an athléimneacht. Ní mór cistiú na cosanta a ailíniú le tosaíochtaí níos leithne de chuid an Aontais gan cur isteach ar spriocanna sóisialta ná comhshaoil. Is nithe ríthábhachtacha iad an infheistíocht straitéiseach, an nuálaíocht agus an phleanáil fhadtéarmach chun slándáil agus neamhspleáchas na hEorpa a chinntiú. (tk)
