Дейностите на ЕИСК във връзка с „Източни съседи“ са свързани с Армения, Азербайджан, Беларус, Грузия, Молдова и Украйна. Основната цел на ЕИСК по отношение на съседните страни от Източна Европа е да засили отношенията с организациите на гражданското общество в региона и да ги ангажира в диалог както с лицата, определящи политиката на национално равнище, така и с организираното гражданско общество на ЕС.

Основните механизми за сътрудничество с Грузия, Молдова и Украйна са платформите на гражданското общество, които допълват политическите органи, действащи в рамките на споразуменията за асоцииране на ЕС с тези държави. Платформите позволяват на организациите на гражданското общество от ЕС и партньорската държава да следят процеса на прилагане и да изготвят препоръки до съответните компетентни органи.

От страна на ЕС тези платформи включват членове на ЕИСК, както и представители на големите европейски мрежи на гражданското общество. От страна на партньорската държава в тях е представен широк спектър от организации на гражданското общество. Всички групи интереси (организации на работодателите, синдикати и други интереси) са представени балансирано сред членовете на платформите.

В рамките на ЕИСК Комитетът за наблюдение „Източни съседи“ е създаден през 2004 г. като специален орган, отговарящ за отношенията с гражданското общество в държавите от източното съседство. Комитета за наблюдение обикновено заседава четири пъти годишно и членовете му участват активно в дейностите на Източното партньорство, като например многостранните платформи на Източното партньорство и Форума на гражданското общество към Източното партньорство.

    Representatives of the European and Georgian Domestic Advisory Groups (DAGs), set up under the Trade and Sustainable Development Chapter of the Association Agreement between the European Union and Georgia, held their first joint meeting in Tbilisi on 26 January 2016. The participants expressed their commitment to fulfil the mandate foreseen in the Trade and Sustainable Development Chapter of the Association Agreement, namely to monitor the implementation of the Chapter and to provide advice to the Parties to the Agreement.

    Article 376 of the EU-Moldova Association Agreement foresees that each Party would establish a domestic advisory group (DAG) on sustainable development, which would advise on issues relating to the Chapter of trade and sustainable development. A joint meeting is held annually. The first meeting was held in July 2015.

    The first and inaugural meeting of the EU-Moldova Civil Society Platform (CSP) was held on 10 May 2016 at the EESC. The CSP complements the political bodies existing within the framework of the EU-Moldova Association Agreement, and it allows civil society organisations from both sides to monitor the implementation process and prepare recommendations to the relevant authorities both in the Republic of Moldova as well as in the European Union.

    The CSP is made up of nine members from both Parties, representing the EESC and large European civil society networks, on the one side, and civil society organisations from  Moldova, on the other side.

    The External Relations Section (REX) of the European Economic and Social Committee (EESC) is responsible for dialogue between European civil society organisations and their homologues from the countries with which the European Union has formal relations (e.g. under the form of a Free Trade Agreement). Through this dialogue, made possible by a series of bilateral bodies, and through specialized opinions and information reports, the Committee is able to concretely contribute to EU foreign policy.
