The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

EHSV prijal na svojom marcovom plenárnom zasadnutí stanovisko v súvislosti s prepracovaným znením smernice o energetickej hospodárnosti budov. Ocenil, že Komisia v tomto novom návrhu zohľadnila otázky, na ktoré poukázal vo svojich predchádzajúcich stanoviskách.
Spravodajca Mordechaj Martin Salamon na margo prijatia tohto dokumentu uviedol, že „EHSV jednoznačne víta prístup EÚ, keďže sa ním podporuje najmä obnova budov s najhoršou energetickou hospodárnosťou a Európska únia sa vďaka nemu dostáva na cestu k dekarbonizovanému vykurovaniu a chladeniu“. Opatrenia na úrovni EÚ môžu podľa názoru spravodajcu účinnejšie urýchliť potrebnú transformáciu.
Aktualizovaná smernica o energetickej hospodárnosti budov má zabezpečiť energeticky efektívne, vysokokvalitné zastavané prostredie bez fosílnych palív a poskytuje nástroje, ktoré môžu skutočne pomôcť vyriešiť problém energetickej chudoby a nedostatku štrukturálnych investícií v stavebníctve.
Nedávne prudké zvýšenie cien energie a perspektíva vysokých cien minimálne v strednodobom horizonte ukazujú, že je dôležitejšie než kedykoľvek predtým zaviesť stratégiu na zmiernenie a odstránenie energetickej chudoby.
V roku 2018 nedokázalo 6,8 % ľudí v EÚ (čo je približne 30,3 milióna osôb) platiť poplatky za služby spojené s bývaním, a preto im hrozilo odpojenie dodávok energie, pričom nedávny vývoj tento problém ešte zhoršil.
V snahe zaistiť dôstojné, cenovo dostupné a zdravé bývanie pre všetkých by EÚ mala zaviesť dlhodobé opatrenia na zlepšenie energetickej efektívnosti budov vrátane bezpečného odstraňovania azbestu. Je to tým naliehavejšie, že vykurovanie a chladenie založené na fosílnych palivách budú ešte drahšie v dôsledku rastúcich nákladov spojených s emisnými kvótami v rámci systému EÚ na obchodovanie s emisiami (EU ETS).
