Bulgarian Institute for Legal Initiatives (BILI) - Report - Whistleblowing and reporting breaches/misconduct - similarities and differences
This study by the Bulgarian Institute for Legal Initiatives (BILI) is not intended to provide a detailed overview and analysis of all legal possibilities for citizens to report misconduct and irregularities. It is prompted by the need to enact timely legislative amendments in order to implement Directive (EU) 2019/1937 on the protection of persons who report breaches of Union law. In this context, the analysis focuses on an overview of the main provisions of the Directive and a comparison between them and the whistleblowing framework procedures that already exist in Bulgaria. In doing so, it seeks to facilitate future dialogue on possible strategies available to Bulgaria to transposing the new EU standards on reporting breaches (the so-called whistleblowers) and their protection.
