Te veel belemmeringen ondermijnen nog steeds de mogelijkheden van digitale energiesystemen. Het is lastig om slimmere oplossingen toe te passen, met name als gevolg van omslachtige administratieve procedures, te weinig doeltreffende stimulansen en het starre transmissie- en distributienet als gevolg van onderinvesteringen in energie-infrastructuur.
Dit zijn de belangrijkste conclusies uit het EESC-advies “Digitalisering van het energiesysteem - EU-actieplan”.
Het advies, van de hand van rapporteur Thomas Kattnig en corapporteur Zsolt Kükedi, is tijdens de zitting van maart goedgekeurd.
In grote lijnen steunt het EESC de doelstellingen en is het ingenomen met de meeste van de in het actieplan van de Europese Commissie voorgestelde maatregelen. Volgens het EESC slaagt de Commissie er echter niet in om het plan in het algemene energiebeleid op te nemen, wat tot een gefragmenteerde aanpak leidt. De digitalisering van het energiesysteem moet leiden tot coöperatieve oplossingen waarbij de gebruikers worden gestimuleerd om deel te nemen aan het gedigitaliseerde energiesysteem.
Voor het toekomstige ontwerp van de energie-infrastructuur moeten alle consumenten actief worden betrokken bij de ontwikkeling van slimme energiesystemen. “Het is van het grootste belang om de rol van actieve consumenten bij de digitalisering te versterken, hen aan te moedigen en in staat te stellen zoveel mogelijk slimme oplossingen te gebruiken, aldus de heer Kükedi.
Voorts bestaat het risico dat nieuwe, datagestuurde diensten en innovatieve technologische oplossingen niet snel genoeg worden uitgevoerd als er niet genoeg geschoolde werknemers en opgeleide professionals zijn om ze te helpen uitrollen. Om een en ander te bereiken, zijn gerichte maatregelen op het gebied van de arbeidsmarkt en het onderwijsbeleid geboden. “We hebben een gecoördineerde aanpak en nauwe samenwerking met de sociale partners nodig. De inbreng van maatschappelijke organisaties is onontbeerlijk”, zei de heer Kattnig. (mp)
