Στις 20 Φεβρουαρίου, η Ευρωπαϊκή Οικονομική και Κοινωνική Επιτροπή (ΕΟΚΕ) υιοθέτησε τη γνωμοδότηση με θέμα «Για μία ευρωπαϊκή οδηγία-πλαίσιο σχετικά με τη θέσπιση ελάχιστου εισοδήματος», στην οποία ζητούσε από την Ευρωπαϊκή Επιτροπή τη θέσπιση δεσμευτικού ενωσιακού πλαισίου για την καθιέρωση επαρκούς ελάχιστου εισοδήματος σε όλη την Ευρώπη, προσαρμοσμένου στο βιοτικό επίπεδο κάθε κράτους μέλους.
