Nové daně a doplňková opatření související s emisemi CO2 sice pomohou, nebude to však stačit. Globální oteplování bude pravděpodobně pokračovat, pokud nebude možné odstranit z ovzduší stávající emise CO2. Ve stanovisku, které vypracoval Krister Andersson a které bylo přijato na červencovém plenárním zasedání, upozorňuje Výbor na skutečnost, že musí být zaveden nový systém, v jehož rámci budou emise CO2 nejen zdaňovány, což bude mít odrazující účinek, ale bude také možné emise, které jsou již ovzduší, odstraňovat, uchovávat a používat pro jiné účely.
Pan Andersson na plenárním shromáždění prohlásil: „Je důležité využít zdanění k dosažení cílů Evropy v oblasti klimatické neutrality, ale nutné jsou i další nástroje. Bylo by účelné, kdybychom kromě snížení emisí CO2 mohli také odstranit CO2 z ovzduší. Proto požadujeme přístup souměrného zdanění vycházející z toho, že příjmy ze zdanění CO2 by mohly být použity na zaplacení opatření k odstranění CO2 z ovzduší.“
EHSV dále doporučuje rozvíjet na úrovni EU i členských států s pomocí cílených investic nové technologie, které umožní zachycování a ukládání uhlíku (CCS) a zachycování a využívání uhlíku (CCU). Tato opatření by byla dalším krokem směrem ke snížení dopadu emisí CO2, což by bylo v souladu s cíli udržitelného rozvoje stanovenými OSN a s Pařížskou dohodou o změně klimatu. (mp)
