The European Economic and Social Committee (EESC) is the voice of organised civil society in Europe.

The EESC issues between 160 and 190 opinions, evaluation and information reports a year.
It also organises several annual initiatives and events with a focus on civil society and citizens’ participation such as the Civil Society Prize, the Civil Society Days, the Your Europe, Your Say youth plenary and the ECI Day.

The EESC brings together representatives from all areas of organised civil society, who give their independent advice on EU policies and legislation. The EESC's326 Members are organised into three groups: Employers, Workers and Various Interests.

Evropský hospodářský a sociální výbor (EHSV) doporučuje posílit centra pro digitální inovace. Měla by tak být navýšena inovační kapacita EU, což by přispělo k transformaci, jejímž cílem je zajistit udržitelnou budoucnost. Centra pro digitální inovace poskytují cennou infrastrukturu pro malé a střední podniky, které by jinak mohly mít s přechodem na ekologičtější a více digitalizovaný provoz potíže.
Pokud jde o investice do výzkumu a vývoje v poměru k HDP, EU zaostává za USA a Japonskem (2,32 % v roce 2020 ve srovnání s 3,08 % v USA a 3,2 % v Japonsku).
EHSV se domnívá, že by EU měla investice do výzkumu a vývoje zvýšit na 3 % HDP a ve stanovisku z vlastní iniciativy věnovaném centrům pro digitální inovace a schváleném na říjnovém plenární zasedání předkládá několik doporučení, jak by za tímto účelem mohla být právě tato centra co nejlépe využita.
Zpravodaj tohoto stanoviska Giuseppe Guerini uvedl: „Digitální transformaci pociťuje celá evropská společnost, nikoli pouze ekonomika. Přímo ovlivňuje dosahování klimatických cílů Zelené dohody pro Evropu a cílů OSN v oblasti udržitelného rozvoje, ale především má také sociální dopady v mnoha oblastech.“
O významu center pro digitální inovace hovořil i spoluzpravodaj Nicos Epistithiou, jenž dodal: „Centra pro digitální inovace fungují jako jednotná kontaktní místa, která malým a středním podnikům poskytují poradenství ohledně digitální a ekologické transformace. V rámci těchto center musí probíhat spolupráce mezi odbory, organizacemi občanské společnosti, sdruženími zaměstnavatelů a orgány veřejné správy.“
Centra pro digitální inovace jsou založena na regionální spolupráci mezi různými druhy organizací. Slouží jako platformy pro vyzkoušení technologických řešení před investováním a lze je využívat k výměně osvědčených postupů a rozvoji digitálních dovedností.
Evropská síť těchto center prochází v současné době velkou restrukturalizací, EHSV se však obává, že chybí jasná vize jejich budoucího rozvoje.
