    The Commission recently published a Communication on a Renewed Partnership with the ACP Group of countries. ACP-EU relations are currently governed by the Cotonou Partnership Agreement that will expire in 2020, therefore the Commission has published recommendations on what the future structure should be. Last year the EESC already drafted a general opinion on the post-Cotonou framework; this new opinion will have to answer specifically to the Commission's communication.

    The opinion deals with the prevention of "radicalisation" of young people. For the purpose of this opinion, radicalisation is understood as a process through which individuals or groups become extremists eventually using, promoting or advocating violence for their aims. The opinion highlights activities undertaken by civil society and calls for continuing to work on a coherent EU-concept, including sustainable and effective European support, funding and coordination.

    The own-initiative opinion, prepared by the EESC Permanent Study Group on Sustainable Food Systems, will aim to identify existing challenges, policy inconsistencies and obstacles to a more coherent food policy approach at EU level; to provide examples of ongoing transitions to more sustainable food policies at local/regional/national level; to highlight the role of civil society in building partnerships among stakeholders across the food supply chain; and to define how a comprehensive food policy for the EU should look, including an indicative roadmap.

    Given the current and future threats to access social security faced by people in the new forms of work, the EESC recommends that the Member States and European courts regulate these new forms of employment. Member States should consider linking up the electronic systems of their health and pension insurance schemes with those of their tax administrations and making it mandatory that individuals generating professional income pay contributions. It should further be examined whether a part of the digitisation dividend could be used to ensure the sustainability of the social security systems.

    The EESC believes that income and wealth inequalities in the EU have become economic and social challenges that should be addressed with appropriate measures at national level and with the support of EU-level action.

    A well-functioning system of social transfers and social assistance is thus needed. Fiscal redistribution should to a large extent complement the gaps in the market system. Public assets (social infrastructure, facilities for services in the public interest, etc.) should be developed as a means of addressing inequalities. And fiscal income should be shifted from labour-based taxation towards a more wealth-based one, with taxation on inheritance and capital income. Overall, Intensive economic growth is key to reducing poverty and wealth inequalities.

    The EESC thinks the "work-life balance" package is a step in the right direction, to be further analysed and be improved in the future. Social partners throughout Europe should be encouraged to examine additional practical solutions to promote a work-life balance that suits the specificities of workplaces, particularly in SMEs. Moreover, there is need for investment in high-quality, affordable and available care services and facilities for all families, as well as for tax deductions that help working parents to continue working.

    The EESC welcomes the fact that the ESC promotes awareness of European citizenship. It expresses its satisfaction that priorities highlighted by CSOs were included in the legal basis, but believes that youth organisations (YO) and social partners must be involved in its co-management. Is very concerned by the merging of its goals with those of employment policies. It asks that better preparation is provided, also for the disadvantaged, before placement, and demands that more "fresh money" is invested in it.

    The EESC agrees with the principles of the initiatives. It believes that education policies should also refer to the value of cultural diversity and tolerance, and that the responsibility of all parties in educating people should be stressed. It wishes a more a holistic strategy that would also highlight the role of real-life educators and the importance of social sciences and humanities. It considers essential an effective social dialogue, and encourages the Member States to establish the needed education systems.

    The EESC is in favour of creating a Pan-European personal pension product – PEPP but is unclear as to whether the investment arising from this initiative will remain within the EU and on the impact on labour mobility across the EU. Every effort, by way of tax relief, should be provided to encourage as many workers as possible to take up personal pension products. The EESC emphasises the need for consumer protection and risk mitigation for savers during the course of their working lives and on retirement. The EESC also underlines the importance of the role of the European Insurance and Occupational Pensions Authority (EIOPA) in monitoring the market and national supervisory regimes with a view to achieving convergence and consistency across the EU especially regarding the governance structure for PEPPs within any provider.

The package of opinions underscores the need for a common sense of purpose in the Union governance, which goes far beyond technical approaches and measures, and is first and foremost a matter of political will and a common perspective. Europeans need more (and better) Europe, not less Europe, in order to overcome the political crisis in the EU. The basic principle of the EU budget must be to deliver European added value, achieving better outcomes than would be possible for uncoordinated national budgets acting individually. The EESC considers that it is not credible for the EU budget to continue to be less than 1% of EU-GNI.

    The EESC believes that the collaborative economy may offer a new opportunity for growth and development for the countries of the EU. The Committee underlines that given the particularly fluid and rapid nature of change in this sector, it is crucial for fiscal regulatory systems and tax regimes to be adapted in an intelligent and flexible way. The EESC urges the Commission and the Member States to work together to adopt an overall legal framework for the collaborative economy that can coordinate and standardise the tax rules that apply to these new forms of economic activity.

    Delivering on balanced economic growth and social progress should be the guiding principle for the debate on the social dimension of Europe. A clear road map for the implementation of European Pillar of Social Rights is advisable with clear assignment of tasks coupled with accountability. The social dimension debate is connected to the debate on deepening the EMU. Social policy has to be embedded in a different EU economic policy. A strong EU can shape globalisation and digitalisation to the benefit of all.

    In this own-initiative opinion the EESC calls on the European institutions to promote a positive image of CSOs, preserve their independence and strengthen their capacity for action.
    Beside a detailed diagnosis of the situation and role of civil society organisations, the EESC presents 26 recommendations for better civil dialogue and access to resources, including ideas for the post-2020 Multiannual Financial Framework.
    The EESC finds that financing of CSOs is essential for participatory democracy and that the article 11 of the TEU on structured dialogue with civil society must be properly implemented. It calls also for the establishment of an EU Ombudsman on civic space freedoms and of a European fund for democracy, human rights and values within the EU.

    The European Court of Auditors (ECA) has requested the Committee's views on whether the steps taken by the European Commission to enforce EU law have addressed European's concerns. The ECA would like to know which specific aspects of the monitoring of the application of the legislation in particular have caught the EESC's attention.

    The opinion stresses that the EU has a responsibility to become a global actor in promoting respect for fundamental rights and adequate protection of private life and personal data and encourages the European Commission to be pro-active at bilateral and multilateral level in promoting the highest standard of personal data protection.

    In this sense, the EESC finds well-balanced and reasonable the four key criteria outlined in the Communication to be taken into account by the Commission when assessing the countries with which a dialogue on adequacy should be pursued. However, it finds important to interpret these criteria in the light of a real commitment on the part of the governments, parliaments, and courts in these countries to reach an equivalent and functional level of personal data protection and calls for more transparency and civil society participation in the process of granting adequacy decisions.
