Background
Rail passengers are currently not protected by passenger rights when they combine separate tickets from different railway undertakings for a given journey, as opposed to through tickets that must be offered by railway operators belonging to ‘one sole undertaking’ (rules applicable as of June 2023).
The aim of the revision is to look at how to enhance and extend the protection available to passengers, that would better help to ensure passenger rights for a journey involving several railway undertakings.
