Het EESC heeft tijdens zijn septemberzitting een initiatiefadvies aangenomen over technologieën voor koolstofverwijdering in de Europese industrie.
Met de goedkeuring van de Europese klimaatwet is een ambitieuze emissiereductiedoelstelling voor 2030 vastgesteld en is ook het streefdoel van klimaatneutraliteit in 2050 bevestigd. Om deze doelen te bereiken moeten technologieën voor koolstofdioxideverwijdering (CDR) worden ingezet. Hoe meer we talmen met het terugdringen van de broeikasgasemissies en hoe lager we de lat leggen, hoe meer we afhankelijk zullen zijn van CDR om de doelstellingen van de Overeenkomst van Parijs te bereiken.
“Om de decarbonisatie te doen slagen is een ingrijpende transformatie van de industriële activiteiten in de komende 30 jaar nodig”, aldus rapporteur Andrés Barceló Delgado. “Het ruime aanbod aan koolstofarme technologieën ten spijt is er nog maar weinig vooruitgang geboekt. Om deze baanbrekende technologieën op te schalen en breed toe te passen hebben we ambitieuze technologie-routekaarten nodig, en de EU moet innovatie bevorderen via het Klimaat- en het Innovatiefonds”, zo voegde hij daar nog aan toe.
Technologieën voor koolstofdioxideverwijdering kunnen twee verschillende doelen dienen, afhankelijk van de vraag wanneer zij worden uitgerold: i) sneller tot klimaatneutraliteit komen via compensatie voor de emissies van sectoren waar reductie lastiger is, en zo de kans vergroten dat de temperatuurdrempels niet worden overschreden; of ii) de opwarming van de aarde weer onder deze drempels brengen nadat ze werden overschreden.
“Technologische ontwikkeling en het opleiden en bijscholen van arbeidskrachten zijn van cruciaal belang voor de groene transitie in de maakindustrie. De sociale dialoog op Europees, nationaal en regionaal niveau moet de bewustmaking verbeteren, een draagvlak creëren en een groene en rechtvaardige transitie in de industrie ondersteunen. Capaciteitsopbouw en projecten voor het vaststellen van belangrijke vaardigheden zullen essentieel zijn om te zorgen voor een geslaagde industriële transitie waarbij niemand aan zijn lot wordt overgelaten”, aldus corapporteur Monika Sitárová.
