Kohezijska politika je že dolgo steber evropskega povezovanja. Spodbuja ekonomsko, socialno in geografsko enakost po vsej EU. Medtem ko večletni finančni okvir za obdobje po letu 2027 dobiva obliko, je nujno posodobiti kohezijsko politiko in povečati njeno učinkovitost, trajnostnost ter odzivnost na nove izzive.
EESO je v pred kratkim sprejetem mnenju o večji osredotočenosti kohezijske politike po letu 2027 na rezultate poudaril, da je treba uvesti pristop, osredotočen na rezultate, da bi kohezijska politika še naprej prinašala konkretne koristi, hkrati pa zmanjševala neenakosti in spodbujala trajnostno konkurenčnost.
„Kohezijska politika mora ostati ključni instrument EU za regionalni razvoj. S pristopom, osredotočenim na rezultate, se zagotovi, da vsak porabljeni evro prispeva h gospodarski in družbeni blaginji,“ je dejal poročevalec za mnenje David Sventek.
Večletni finančni okvir za obdobje po letu 2028 bo treba korenito preoblikovati, da bi podprli regionalni razvoj, zeleni in digitalni prehod ter gospodarsko konkurenčnost. Potrebe po naložbah znašajo več kot 750–800 milijard EUR letno, zato je trdno financiranje EU ključnega pomena.
EESO poziva k ohranjanju fiskalne zmogljivosti v višini 1,8 % BDP EU in povečanju sredstev za kohezijsko politiko. Med glavnimi prednostnimi nalogami so deljeno upravljanje, prilagojene regionalne politike, financiranje, ki temelji na rezultatih, ter poenostavljeni postopki.
Pristop, osredotočen na rezultate, poveča učinkovitost, a zahteva boljše izvajanje in nadzor. Z ustvarjanjem ravnovesja med konkurenčnostjo in socialnimi naložbami, krepitvijo tehnične podpore in preglednostjo bo kohezijska politika učinkovitejša. Spodbujala bo gospodarsko odpornost in zmanjševala razlike v Evropi. (tk)
