Kohezijska politika već je dugo stup europske integracije i promiče gospodarsko, socijalno i geografsko jedinstvo u cijeloj Europskoj uniji. Budući da se upravo radi na višegodišnjem financijskom okviru (VFO) za razdoblje nakon 2027., bitno je modernizirati kohezijsku politiku kako bi se povećala učinkovitost, održivost i mogućnost prilagodbe novim izazovima.
EGSO je u nedavno usvojenom mišljenju „Jačanje usmjerenosti kohezijske politike nakon 2027. na rezultate” naglasio potrebu za pristupom usmjerenim na rezultate kako bi se osiguralo da kohezijska politika i dalje donosi konkretne koristi, a da se njome istodobno smanjuju nejednakosti i promiče održiva konkurentnost.
„Kohezijska politika mora ostati ključni instrument EU-a za regionalni razvoj. Pristupom usmjerenim na rezultate osigurava se da svaki potrošeni euro doprinosi gospodarskoj i socijalnoj dobrobiti”, izjavio je izvjestitelj za mišljenje David Sventek.
Za potporu regionalnom razvoju, zelenoj i digitalnoj tranziciji i gospodarskoj konkurentnosti bit će potrebna sveobuhvatna reforma VFO-a za razdoblje nakon 2028. godine. S obzirom na to da potrebe za ulaganjima premašuju 750 – 800 milijardi eura godišnje, snažno financiranje EU-a od vitalne je važnosti.
EGSO poziva na to da se fiskalni kapacitet zadrži na 1,8 % BDP-a EU-a i da se poveća financiranje kohezijske politike. Glavni prioriteti uključuju zajedničko upravljanje, prilagođene regionalne politike, financiranje temeljeno na rezultatima i pojednostavljene postupke.
Pristup usmjeren na rezultate povećava učinkovitost, ali i zahtijeva bolju provedbu i nadzor. Uravnoteženje konkurentnosti sa socijalnim ulaganjima, jačanje tehničke potpore i osiguravanje transparentnosti učinit će kohezijsku politiku učinkovitijom i tako potaknuti gospodarsku otpornost i smanjiti razlike diljem Europe.
