EESC: Welke nieuwe elementen wil het EESC aandragen in zijn advies over het recht op reparatie?
Thierry Libaert: De repareerbaarheid van producten is bij uitstek een thema voor het EESC, en wel om twee redenen.
Ten eerste is het EESC van oudsher actief op het gebied van consumentenbescherming, waarbij het met name strijdt voor duurzame producten en tegen misleidende milieuclaims. En ten tweede slagen we er bij dit soort onderwerpen bijna altijd in een grote meerderheid te behalen bij stemmingen in de plenaire vergadering.
Het advies over het recht op reparatie, dat ik samen met corapporteur Emilie Prouzet heb opgesteld, toont aan dat consumentenzaken en milieubescherming steeds meer hand in hand gaan. Het repareren van producten bespaart grondstoffen, met name kritieke grondstoffen, en leidt vooral ook tot minder stortafval. . Aangezien de elektrische en elektronische sector jaarlijks naar schatting 7,4 miljoen ton afval produceert, is dit een belangrijk argument.
In ons advies steunen we het voorstel van de Commissie, maar vragen we dat het nog verder gaat, zodat het recht op reparatie geen dode letter blijft. Zo moeten we bepaalde praktijken die reparatie proberen te belemmeren (zoals bijvoorbeeld serialisering) verbieden, refurbished producten en 3D-printing promoten en reparateurs effectieve ondersteuning bieden, bijvoorbeeld in de vorm van opleiding. Ook moeten de consumenten hiervan bewust worden gemaakt. Veel mensen zijn vergeten dat ze hun spullen kunnen laten repareren in plaats van ze simpelweg te vervangen. Maatregelen op dit gebied moeten holistisch zijn en alle belanghebbenden moeten erbij betrokken worden.
